Y'all've got yerselves quite a fleet, I reckon y'all've got some form of credits to be buildin 'em. You'll be payin that Junker fer his losses. We've got quite a bit to offer y'all in return. We'll open up Premium Scrap, Cardamine, an Munition sales off of Junker's Town to y'all. That ain't all, we're good on buildin equipment, includin Cloaking Devices. Murphy's told me y'all're quite fond of 'em. Yer Captains'll be able to use Vieques to build new ships s'long as yer willin to work with our Chief Engineer Juan Ortega. Ain't no reason fer us to be shootin at eachother no mores. Should be workin together like in times of old, 'stead of squablin while yer true enemies continue business as usual.
While my stay onboard your flagship was rather short before being carted off to your shipyard. I did notice quite alot of damage to the illustrious O'Gordon. Seems your engineers will have plenty to do in order to repair her. All of this was very unnecessary I might add. We have no wish to war with your faction. As I do agree with most of what you said and Rogues have worked with Junkers for a long time now. I see no reason for that to change now provided of course we come to some sort of an arrangement. Now as I say I do agree with MOST of what you said let us first discuss what I don't agree with.

CORRECTION Arbiter Bill! WE HAD ourselves a fleet until you folks shot it down. Now we must rebuild several of those ships you all destroyed including my own. WE HAD a deal in the works to make ourselves around a half billion credits. Which involved ransoming those whiny, greedy and selfish corporate rats back to DSE. Not to mention how much we spent to take care of those delegates while in our custody. Instead Helen was forced to hand them over to you in order to secure my release. So I will not be paying one single credit to this Junker that shot at us and refused to respond to our multiple transmissions. Still I assure you no more harm will come to the Congress or any other Junkers in Puerto Rico. We only ask that you do not build in sectors E/F 5/6. Should you agree to this we will offer our own personal security for those areas and for the jump hole leading to Humboldt. Enough blood has been shed over this silent unreasonable Junker. It troubled me greatly that such an individual would force our two groups to fight one another. Without the common courtesy of an explanation to myself or to you for that matter. Very well Arbiter the terms you've listed are acceptable. I accept your proposal and we have a deal. With that being said we can consider this matter closed and put all of this behind us.
Yet before I leave there is one other incident I would like to discuss. Seems we have had some issues regarding a certain group of wannabe cops. These rats known as the AFC have made it their business to interfere with ours. Perhaps your wondering why I would ask you about these misguided do-gooders? Well it seems that one of your Congressmen recently indicated that their leader was in fact one of yours. Is there any truth to this and just what all do you know about these pukes? It would be wise not to lie to me if you value any future associations between our two factions.
I don't reckon you've been given the correct infermation. We done some work with 'em in the past, but they ain't come from us. Unless James Trenton was keepin infermation to 'emself none of 'em AFC pilots was ever part of Junker Congress. This feller what told you was confused an mistaken. AFC had few ties to us other than a few loads of Premium Scrap here an there an huntin bounties fer us. That business ended when their head done got too big fer their bodies.
