Encyption: high priority
To Liberty Navy High Command
Subjet: ship permission request
To who concerned,
My name is Ernesto aguado. I'm a Crete born but this is far behind me now. I what you can call "desertor". I fled the empire because their way of life wasn't what i wanted for myself.
This being said, i stole a Titan Very heavy fighter class ship to run. After sometime roaming from Freeport to Freeport i would like to settle in liberty. The reason of why i contact you is mainly to request the permission to fly the titan class ship within liberty space legally.
Since i don't know much about the right procedure, i contact you to either request or be more informed on the right procedure to obtain this permission. The current loadout of my ship concist in 2 tizona del cids, 4 salamancas mk II and 1 escopeta cannon. The ship current IFF show as corsairs but will be fixed soon. My transponder now refer me as a civilian pilot and it's named "Blackie".
Due to last events that led me to be denied at first request,I wish to retry. This time following the laws of Liberty.I will be heading to Magellan at Freeport 4 and wait for your answer.
The reason of this request is that I seek refuge, citizenship and working together with the liberty law enforcements.
Gracias in advance,
Ernsto

I do not appreciate having my time wasted, mister Aguado. This is the second time you cross our desks, and you've done little to improve yourself and convince us you should be allowed in Liberty. Your request form is identical to your last one and as far as the Navy is concerned, so is our answer.
However, since you already know that from the previous request, I have escalated this issue beyond the Liberty Navy. As it stands, the problem is out of our hands now and any further requests on this topic must be directed to the Government of the Republic of Liberty, not its military or police organizations.
In the meantime your ship will continue to be treated as hostile if seen anywhere in Liberty or its borders by the Liberty Navy. However, I sincerely hope you will stay away, as I do not wish to repeat our last encounter, which resulted in the destruction of your ship. Refusing to follow direct orders from the Navy High Command and opening fire on Liberty Navy personnel is not something we treat lightly.
I understand your concern, and in our last encounter, I realized my mistakes.I am looking forward working together with liberty law enforcements. I will be waiting for the answer.

Like I said, Mr. Aguado, you need to begin communications with the government. Waiting for the Navy's answer is pointless, as it won't change without orders from above.
