Greetings, to my soon to be neighbors.
I hope this finds you in good spirits, as I'm hoping we can come to some sort of agreement. I'm looking to set up a small refuge within the system of Bering, a place to call home, nothing too important. A comfy seat here, a weapons worktable there, a nice bed over there....
As I'm sure you folks have noticed, the depths of Bering are nice and... quiet, not too many inquisitive noses poking where they shouldn't belong. Otherwise, I'm sure you and your movement wouldn't have had anywhere to shelter from whatever hardships forced upon you by the Republicans and their cronies in the Bundestag. Now, just as I don't want the Rheinwehr battering down my airlocks, I don't want a bunch on Unioners filling my airlock with whatever flavor of gaseous deliverance has their interest for the month. Hopefully we can avoid such unpleasantness, as I quite like my lungs in one piece, and I'm sure you'll come to see the advantages of having a nice new neighbor.
Now, about the offer I mentioned, is that building even such a small refuge can be an incredulous task, most especially for one man. Where I'm hoping you come in is that I've heard you're mighty strong ship builders, and with a bit of tweaking, you can make something.. a bit more permanent than a fighter. With any luck, and the right incentive, I'm sure you'll be able to rig up some sort of Hull Paneling that'll keep all the space outside, and all the oxygen inside. Hell, I'm sure you can do it, since otherwise you'd've had nowhere to live after the Zoner's had to kick you out. In this case, I'd expect the incentive to mostly take the form of cold hard credits, a useful asset to any man, woman or other such identifying person, however, I'm sure we could discuss some other form of payment if the need were to arise, as I've come across a many interesting... items during my travels, some of which might just be interesting to you too, or perhaps a much simpler trade of a favor for a favor.

We are open to the economic development of Bering to parties of neither Libertonian nor Rheinlandic origin. We will not attempt to tax you as we are not revenue enforcement representatives of any one state. We will not rob you if we are of use to each other.
We will be willing to assist you in return for additional knowledge about you, any associates you have, their identities and identification papers, and the reason for your stay. We will not encourage the proxies of mercenaries, law enforcement, or federal conglomerates. Bering remains politically as Terra Nullius enforced by the Interstellar Syndic Movement and will remain that way.
Any installation constructed in Bering is thus bound by the following De Jure precepts:
Terms of Local Development Wrote:- No individual may attempt to establish citizenship conventions within the strait.
- Individual residents may claim Rheinlandic or Libertonian citizenship, however, the terms of their citizenship for any assets of their located in Bering are void and not bound to either Rheinlandic or Libertonian claim or enforcement, or that of any other house or power, recognised or unrecognised.
- Bering is not a nation and all attempts to found a nation in Beringia will be opposed.
- As an autonomous unclaimed territory, Beringia has no government, nor can any government be lawfully established.
- Any legislature that applies within the strait is bound to only the doctrines defined by its own organisation. The system lacks any de-jure mandate and any attempts to establish such will be undermined.
- Whilst Bering is in itself an autonomous territory, its autonomy is ensured by continuous protection by Die Reichsarbeitergesellshaft der Alster as part of its mandate to ensure the continuity of political syndicalism despite their terms of exile, and the Die Reichsarbeitergesellshaft der Alster will enforce their own legislation wherever applicable, including, but not exclusive to, the application of force.
- Manufactories within Beringia are expected to donate materials, docking access, and products, as repayment for protection services by Die Reichsarbeitergesellshaft der Alster against outside groups. Fiscal payment is not expected, nor will payment be paid for any services provided by the station.
In addition, any station constructed in Beringia must follow Beringian nonclamenture. Your station must choose a name from the islands of the terrestrial Bering sea in order to be considered a non-invasive component of the autonomous territory. Whilst there are no territorial constraints as to where the station may be constructed, Die Reichsarbeitergesellshaft der Alster encourages you not to position your station anywhere to the cosmic east of the Bering star.

Your terms of Local Development are quite..... mostly agreeable. I am still in the planning stage for what production facilities are possible within my technical knowledge, the capacities of a space-born factory and what supplies are locally available. However my main problem comes from the fact that I'm most certainly planning to produce various specialty weapons for sale throughout Sirius, and the idea of giving them away doesn't sound like the most viable economic method. That said, given the gracious opportunities and protection provided by yourselves, I'm sure we can arrange some sort of discount. I'll be happy to provide services at say.... the cost of running said service. I feel this gives a good compromise of allowing you the benefits of what ever weaponry I can produce, without driving my running costs through the roof, since as I'm sure your engineers know, producing and servicing effective weaponry can get quite expensive.
And finally, about the name and location of said base, unfortunately, I've already set up beyond the the cosmic east of the Beringia Star, and with a name of my own choosing. Had I been aware of your preferences in this matter, I may have been able to chose something more palpable to your tastes. I was in a rush to get started, as time spent waiting is time that nothing is getting done. I expect to be able to begin production and sale of weapons shortly, with only a few final touches needed to fully outfit my workshop. If things are still favorable to you, I can give you a first pick of the first series of weapons I can get working.

That sounds pretty fair. The location I choose was quite in part due to it being off the beaten path and I shall send you the name and location within an encrypted burst transmission. Hopefully, the location is agreeable to you too. Additionally, the Unioner primary tag 'UN|' has been added to the stations docking list, so if any of your forces are over this side of Bering, they may dock and resupply. Lastly, now that the station has a minimum of defenses, I will be looking to start shipping over my various stocks of supplies, and start working.
