S U B J E C T : I N S T A L L A T I O N

Dear Sir or Madam...

At first, let me introduce myself. My name is Anastasia Elkins and I'm currently in charge of the Bretonian Logistic Corps. Our organisation belongs to the Secondary Fleet of Bretonian Armed Forces and consists of various transport-type vessels. The main goal of BLC| is keeping Bretonian frontlines provided with everything our brave soldiers may need in those grim times. Recently, Gallic actions become more and more worrying after destroying the Freeport 4 of Magellan's and events in the system of Manchester. And therefore, it is the reason I am contacting the War Cabinet.

The frontline is getting wider as the Gallic Royal Navy pushes further. What is more, the constant war activities are very demanding and tiring for our, Bretonian, soldiers. Our warships and snubcraft are in constant need to be taken care of carefully and precisely. This is why the BLC| was founded, yet this is why we all need to keep providing the fleet with top quality material. The previously mentioned reasons have pushed our HQ to consider possible future steps in order to make the mainenance even more effective. This certainly will not be an easy goal to achieve, as everyone is already working at one hundred percent, although, it seems to be possible after all. What we would require, is deploying an outpost in the system of Manchester, which will be under our supervision.

Let me explain the installation further. At first, it will serve for storage purposes, but we are going to upgrade it into a small, semi-independent factory, which would be capable of producing finest products for the Armed Forces. For example - cloaking or disrupting devices. What is more, we are planning to estabilish an additional shipyard-like drydock to provide local forces in Manchester with in-field repairs. There are repair ships operating in the area already, although, the demand for such activities may be higher than expected and this is why the drydock would be a perfect solution for Bretonian warships. It would make the resistance more effective, as we should be able to keep more vessels in good condition right there - by doing minor repairs straight off Manchester's facility. Let me clarify it,
the shipyard-addon will never be able to produce vessels, but it's size and accompanying storage of the outpost will be more than sufficient for patching holes in hull integrity, refuelling or re-arming.

Given the strategic importance, we would also require an unusual location for the construction site. Upon intensive analysis of suitable areas available, we have decided to go for the Newgate Minefield in Manchester. There are many reasons to support this choice, for example, the minefield itself grants us a major adventage over any force that would be willing to besiege the installation. Furthermore, as stated above, it would be able to provide repairs for neighbouring vessels.

The optimal localisation would be in proximity of the Winchester station. Our recent calculations show, that it would be localised 1300 to 1600 astro-units from the station. Available space is enough for deploying a facility of such purpose, withno risks for the station of Winchester or it's traffic. What is more, it is a perfect location for defense against any, even outnumbering, hostile force. Furthermore, we would provide additional firepower for this spot in the system of Manchester. Hereby, I am requesting permission from War Cabinet to proceed with our construction.

If there is any matter that causes concerns, I will do my best to answer all questions.
