With the treaty signed, we are engaging into process of applying terms of peace into our common code and documents and ultimately adjusting our fleet deployments to match that of a peaceful neighbour. I am myself glad that I do not have to concern myself with the might of Maltese Ranseurs on northern flank as you are likely appreciate reduction in Osiris-class that dominates the Omicron's asteroid fields.

Yes, the re-emergence of Loyola is indeed troublesome. Nevertheless, this issue changes nothing with the stance of that Nation towards the Core. They are megalomaniacal warmongers who want to subjugate the Omicrons to their rule. Sadly, during the Delta crisis a year ago, the Nation was too troubled to do much about it. All in all, they chose a very fortunate time in which to initiate this fight.

We are glad that the Order respects the secured areas outlined by the National Council. Our own efforts towards revisiting the laws have been completed. The system of Omicron Phi is a little tragic, if we are honest, because today, it serves as little more than a quarantine zone until the Council can find a way to collapse the jump hole leading into the heart of Nomad space. Only when such a time has come can we be sure to be safe from an invasion fleet falling into our backs.

The Council would furthermore inquire if the Overwatch has any information about a group called the Maltese Exiles and their 'Overlord' Rosa Veraz. Said individual is wanted on Malta for multiple crimes against the public order as well as murder in the first degree in a number of cases. She claims to have only targeted infected personnel with her violence, yet even if this was a valid excuse to kill the innocent hosts, a number of charges against the public order still remain. This individual has contacted us following the announcement that the Council has successfully made peace with the Order, offering us a quasi-truce. Of course, justice demands that we cannot accept this. If you were willing, the Council would ask the Overwatch's assistance in laying a trap for the individual called Rosa Veraz so she can be brought before a judge.

The Maltese Exiles

As representative of The Order intelligence division, the Wedjat I have been authorized by our echelons to provide you with what we know on the so called Maltese Exiles, or Maex in short as some of us reffer to them as such. It is truth that individual known as Rosa Veraz had indeed taken a shelter within Omicron Sigma. Discerning between propagandous political purges and actual crimes commited was rather difficult ordeal to us during early National Council era and before so you will have to apologize us for initial doubts of any kind of rumor and intel picked up by our specialists. The full extend of valid charges against Rosa Veraz is still not exactly known to us, but I pressume Maltese organs of justice have comprehensive list.

History of Maex and Order is sluggish affair, Miss Veraz had always found interest in eradicating of Nomad influence from within Malta's society ever since she blipped on our radar. Her movement is the only of several smaller groups that have popped over the time, none of those are active as of current save Veraz's own. It is likely this is how Exiles were perpetuating themselves, acquiring various malcontent opposition into their ranks. Their numbers currently are not that high as one may expect. Her total following is estimated at around 200 at best.

They are nomadic in nature, not occupying any territory or staying in one place for too long. Their flagship is known as M.N.S. Spirit Fire, which I pressume sounds better in your native tongue. This Sarissa-class battleship has no access to a drydock capable of maintaining her post-action, therefore it is highly unlikely that it would be commited into battle against the NC or anyone for that matter. Their military capability is rated 'negligible' by Order tacticians.

They had slowly made their case of neutrality and non-interference into Order affairs, building up trust as a potential alternative to Nomad-influenced government. Eventually we had allowed them to reside in Eridani (Sirian starmap designation Omicron-64, commonly named Omicron Sigma) where we could both keep an eye on them and keep Veraz out of harm's way. The Maex had never received authorization to enter deeper into The Order Protectorate which was one of the directives she obeyed. The factual refueling depot built on literal edge of our own space had been scrapped about a year ago and no further attempts to facilitate permanent settlement were done on behalf of Maex.

Maex comes in contact with The Order irregularly, typically once to twice a month in galactic west of Eridani. The Order has no protocols of 'extradiction' and arrest itself is highly unlikely given that no Exile, 'Overlord' Veraz included had ever set foot upon Order installations. However, The Order highest echelons agree that Miss Veraz cannot use The Order Protectorate as security blanket for her activities and is not liable for either asylum or amnesty as she had never took the black of The Order. With her way to deeper Protectorate barred by us, you have the full authority to act within the Maltese law without our interference.

The Order will prepare to launch home-based reconaissance wings into Eridani and immediately neighbouring systems of Sigma constellation with a mandate to locate and intercept Veraz if neccesary, signed by the Inquisitorial detail. However the act of apprehending the suspect lies with NC's own law enforcment.

While I personally would not give too much about the opinion of someone affiliated with the Core, this 'announcement' was of particular interest for us. Whether credible or not, the Council deems it necessary to inform the Order Overwatch of the following: Any and all alliance with the Corsairs cannot be condoned by the Council. There is but one Hispanic people and they reside on Malta. The Council could not care less whether you simply took advantage of the situation when your men fought alongside the Corsairs. A prerequisite for addressing you in the first place was your distance to the Cretin Empire. I am sure nothing about this has changed over the squabble about a simple Zoner installation. After all, the Houses and even the Nación manage with similar ones in their territory.

Truce over

It appears that under the ruse of peace with The Order, the Maltese have returned to practice their superstitious and heretic alliance with the Nomads. Two Order vessels were engaged and destroyed by combined Maltese-Nomad armada in plain sight of National Council vessel who did not moved a finger. We expected you to take care of the filth from within your own ranks in any way you see fit and is acceptable within Maltese culture and standards to preserve your sovereignity. You are in direct violation of our treaty, of which your pilot was not even aware about.

The Council of Dons will either declare immediate war on the Nomads and everyone supporting their race or face Order raids upon its territories. We will not tolerate leniency in your duties against the alien scourge, neither a state of anarchy in which they are to go as they please with no resistance from Maltese navy. Our patience is limited and with recent raids commited by MNS Shadow and its accomplices, it has ran out.
