We all know the loved Bustard, and the fact its a carrier too. And with this fact, why can't it equip Battleship scanner? Just asking, no need for straight insults.
Each ship type in the game has a certain number assigned to it. To which then are assigned items. The civilian carrier is simply a liner with cruiser hardpoints, so is incapable of mounting this item. Which also is the reason why it is flyable with a FL ID.
