Brief
By decree of Supreme Guildkeeper Nathan Archos, AP Manufacturing has been tasked with the construction of an off-world base in Saigon low orbit (S21, 4/5F) as a part of The Core expansion plan into the deeper Sigmas.
Apart from the obvious strategic value, secondary purposes of Elysium Base shall cover planetside surveys, archeological expeditions and a transit port.
Outline
Project "Elysium" features the following phases to be completed for the installation to become fully operational:
1. Ratio legis - incomplete. The Sigma-21 region is a disputed part of space with Kusari and Rheinland raising claim to its resources, especially Planet Saigon. Before construction can commence, diplomatic grounds need to be established to avoid aggression.
2. Corporate support - incomplete. In order to ensure smoothness of operations it is advised to seek out support from Rheinland and/or Kusari household corporations, as well as NCLE partners. A joint project such as this one would additionally contribute to furthering relations with both, trusted as well as distrusted allies.
Nota bene: NCLE partners' dependency on The Core and AP Manufacturing is crucial in numerous respects.
3. Blue skies - incomplete. Since Sigma-21 is frequently visited by entities considered enemies of Imperium Omicronis, as well as other undesirables, space superiority needs to be established. Safety of the construction crews and machinery must be maintained.
4. Commence build - incomplete. Begin construction of Elysium Base in Saigon orbit, establish supply lines and deliver the required materials. A thorough provisions list is yet to be estimated.
Due to political developments Supreme Guildkeeper Archos had decided to postpone the Sigma-21 expedition until further notice. Though for as long as Kusari and Rheinland argue about the rightfulness of their respective claim, we can be sure that neither will be foolish enough to make a move towards Saigon. We shall observe the situation and reach back on this project as soon as the time is right.
In the meantime focus shall be redirected towards Sigma-15 for the sake of strengthening Omicronis borders.
Audit deems this project redundant in regard to current priorities for the time being and is thus cutting funds for it.
