RE: Request of "Tempest" vessel for "Buran" project

Comrades!

In view of both difficulties and successes the SCEC have recently faced, together with HCTSA we decided our "Bystrina" expedition can greatly benefit from having a fully-fledged flagship. The best our Motherland can provide is "Tempest" - a multi-purpose carrier. We believe, that SCEC can re-fit it to serve scientific purposes and to provide greater support to our smaller crafts that we use for reconnaissance and landing on planets and asteroids with a bigger hangar and repair module. This can ensure that the expedition does not have to scrap the operation in case of damage dealt to our snubs. In addition, a carrier can fit much more advanced scientific equipment and serve as a mobile advance laboratory capable of even having its own small ecosystem for bio-research. I also personally believe, that it can serve to propagate the power of the Coalition and demonstrate what our great minds are capable of.

I have already commissioned "Buran" project to produce the needed scientific equipment. HCSTA on Mykolaiv can provide all necessary directives to the engineering bay while Plesetsk can assist with building separate parts and high-tech experimental modules as we have proved during the work on Commissar Krsnik's experimental fighter.

We hope that SCRA High Command shares our vision and understands the necessity of this project.
