"We come before your graces to negotiate for a Letter of Marque, the privilege of lawfully conducting guerrilla warfare against the Kingdom of Gallia in the name of the Bretonian Crown, in exchange for permission to base ourselves from Freeport 1 without issue with your noble house.
"We propose the following terms for said Letter of Marque:"
The Blood Ronin promise to do what we can to hinder and deal as much damage to the Gallic supply lines as possible, whenever we're based off of Freeport 1.
We promise to never attack nor inconvenience any Bretonian Entities that fall under clauses 1.1, 1.2, and select entities under 1.3 of the Bretonian Charter of Interstellar Law, namely:

We promise never to involve ourselves directly with lawful forces, unless directly asked and given permission to.
We promise to always openly hear, consider and coordinate upon suggestions for targets of interest offered by Bretonian lawful forces.
We promise to only deploy our mothership, the Togo-class battleship 'Aokigahara', through Bretonian Core Territories via either:
at best, outskirting jumpholes, always maintaining a distance of at least twenty kilometers (20km) from any major trade lane intersection, station or planet;
at worst, when rapid deployment is necessary, the trade lanes and jumpgates only when cloaked, to avoid disturbing the peace.
In exchange, Bretonian Lawful Forces promise to adhere to the following terms:
For the duration of the Gallic War, that Bretonian Lawful Forces shall allow our mothership, the Togo-class battleship 'Aokigahara', to refuel, repair, rearm, resupply, and base itself from Freeport 1, without ever being considered as infringing on or violating Bretonian sovereignty.
"Of course, the terms are negotiable, and we are open to the House of Bretonia adding to the terms should it deems fit to do so.
"And you're probably asking why would we willingly fight for Bretonia as privateers? Two simple reasons, really:

First and foremost, Fleet Marshall, it is encouraging to see that there are still those willing to lend a hand in Bretonia's hour of need. In spite of this, it is with regret that I must inform you of the decision made by the Admiralty Board. Whilst we thank you for your will to fight alongside us, our decisions must always ensure the safety of civilians in Bretonia. Due to this, it has been decided to politely reject your terms stated in the Letter of Marque. We are not willing to risk any eventuality in which civilians could be directly, or indirectly, harmed because of the presence of such a large warship. That doesn't mean to say we don't trust your intentions, but such a warship could bring unwanted attention to a system such as Omega 3. Moreover, the sudden reliance of 50,000 people on Freeport 1 is far too extreme, unfortunately.
We do not reject your intentions, Fleet Marshall, but don't feel like we can accept these terms.
