A middle-aged man in a Blood Dragon Daimyo uniform appears in the video.

"Konbanwa, Bretonian Armed Forces. I am Kazushi-Dachiko, Tamiya, of the Blood Ronin. Yoroshiku onegaishimasu.."

The man bows 40-degrees before the camera, maintaining the angle for two seconds.

"We come before your graces to negotiate for a Letter of Marque, the privilege of lawfully conducting guerrilla warfare against the Kingdom of Gallia in the name of the Bretonian Crown, in exchange for permission to base ourselves from Freeport 1 without issue with your noble house.

"We propose the following terms for said Letter of Marque:"

  1. The Blood Ronin promise to do what we can to hinder and deal as much damage to the Gallic supply lines as possible, whenever we're based off of Freeport 1.
  2. We promise to never attack nor inconvenience any Bretonian Entities that fall under clauses 1.1, 1.2, and select entities under 1.3 of the Bretonian Charter of Interstellar Law, namely:
    1. Cryer Pharmaceuticals
    2. The Council
    3. Gas Miner's Guild
  3. We promise never to involve ourselves directly with lawful forces, unless directly asked and given permission to.
  4. We promise to always openly hear, consider and coordinate upon suggestions for targets of interest offered by Bretonian lawful forces.
  5. We promise to only deploy our mothership, the Togo-class battleship 'Aokigahara', through Bretonian Core Territories via either:
    1. at best, outskirting jumpholes, always maintaining a distance of at least twenty kilometers (20km) from any major trade lane intersection, station or planet;
    2. at worst, when rapid deployment is necessary, the trade lanes and jumpgates only when cloaked, to avoid disturbing the peace.
  6. We promise to always adhere to the Bretonian Charter of Interstellar Law for the duration of the Gallic War.

In exchange, Bretonian Lawful Forces promise to adhere to the following terms:

  7. For the duration of the Gallic War, that Bretonian Lawful Forces shall allow our mothership, the Togo-class battleship 'Aokigahara', to refuel, repair, rearm, resupply, and base itself from Freeport 1, without ever being considered as infringing on or violating Bretonian sovereignty.

"Of course, the terms are negotiable, and we are open to the House of Bretonia adding to the terms should it deems fit to do so.

"And you're probably asking why would we willingly fight for Bretonia as privateers? Two simple reasons, really:

"We are the Blood Ronin, a separatist clan of Blood Dragon Exiles, seeking to find our place in Sirius. A close community of more than fifty thousand men, their wives and families, we seek nothing more than to prove our worth as a benefit to those willing to welcome us into their stead. Because our greatest asset is the battleship we fled in, we hope to bring it to good use for any potential allies to benefit from.

"And more importantly, we will never forget the great dishonor the Kingdom of Gallia bore upon Kusari.

"... Attacking the noble house without considering it would've opened its arms to them had they just asked, going so far as to occupy it for a time and letting a shameful 'republic' overturn centuries of Kusarian tradition, it shows that we as Sirians are nothing more than second-class citizens for them to exploit, if not eliminate out of convenience...

"They must be brought to justice.
"We will be the blade, poised above the beast's neck.
"Our only hope is you'll let us do what must be done."

"Domo arigatou gosaimasu, Bretonian-dono. Odaiji ni..."

The man bows 40-degrees before the camera, maintaining the angle for two seconds, before rising up to end the video feed.

Greetings,

First and foremost, Fleet Marshall, it is encouraging to see that there are still those willing to lend a hand in Bretonia's hour of need. In spite of this, it is with regret that I must inform you of the decision made by the Admiralty Board. Whilst we thank you for your will to fight alongside us, our decisions must always ensure the safety of civilians in Bretonia. Due to this, it has been decided to politely reject your terms stated in the Letter of Marque. We are not willing to risk any eventuality in which civilians could be directly, or indirectly, harmed because of the presence of such a large warship. That doesn't mean to say we don't trust your intentions, but such a warship could bring unwanted attention to a system such as Omega 3. Moreover, the sudden reliance of 50,000 people on Freeport 1 is far too extreme, unfortunately.

We do not reject your intentions, Fleet Marshall, but don't feel like we can accept these terms.
