It was at this point, 20:45 GMT -5, that I got a message stating that I was banned. Was I banned for reconfiguring my controls in space, or something more serious than that?

what exactly does "reconfiguring my controls in space" actually mean? need a bit more info on that.

No, the only reconfiguring I did was literally of my controls. As in, changing my tractor beam from "F" to "Mouse Button 5," so on and so forth.
I have a feeling this has something to do with "Oita" or "Iota". I can't quite remember the right spelling. While waiting for my FTO I decided to explore the Illinois system to see what was in it and I found a jump hole to said system. I wasn't aware that it was off limits to me to I jumped. When I arrived in the new system, every thing seemed normal save for a lack of NPCs. I hit the autopilot to take me to the nearest item in the system so that I could map it out and the reading for my thrusters maxed out. At the time I thought it had been put in there by the game developers or something to make travel in the system easier since it lacked any trade lanes. After I explored the system I tried to leave, unsuccessfully. Every time I'd log in and try to jump back to Illinois, I would get disconnected. After a few attempts, and about 20 minutes of trying to cruise from the log in point to the jump hole, I finally made it back to Illinois. I docked with Springfield Station and then un-docked. At that point, I was banned.
If players aren't allowed to go in that system because of that issue I am sorry. I wasn't told it was off limits until after I had explored it. I had no intention of causing all of this trouble. If I have to be sanctioned for it, then I understand.

This is in no way the fault of the LPI, they don't condone any sort of cheating. I ask that you please leave them out of this. This is my mistake, no one else's.
First think you are going to want to check is in mod manager, check if the speed mod is activated, if it was accidentally activated this could be the issue.
Hoodlum is this a permaban? I feel from the attitude shown and the fact that Arctos does not really know whats going on they should be given another chance.

Pardon my intrusion, but I was witness to part of this.
I was the training officer the Arctos was waiting for. I had to go back to Fort Bush from Illinois to pick up my bomber. As I was flying back to Illinois, I noticed that he was in Oita and I PMed him that we weren't allowed in that system. I didn't get a reply right away, and I noticed that it appeared that he had logged off in system. I didn't observe a cheating message from the console. This happened twice more before I had to attend to something in RL and had to log off.
Just my observations.

P.S. Arctos, check the version of the mod manager you are using, I believe 1.4 is buggy, we fell back to 1.3?

I'm absolutely positive it wasn't a speed mod. When I went back to Illinois and tried my thrusters again, the speeds were normal.

I'm sorry but I have no idea. I had posted the same issue here however. I'm not sure if it's a "sanction thread" or not, but I hope it helps.

Well now I feel like a complete moron. I've just logged onto the main PC ( I was on my laptop before ) and turned on FLMM only to find that the speed mod is checked on. I understand if I have to be perma-banned now. Before I go, can someone direct me to a tutorial on how to remove unwanted mods from the mod manager. If there is even the slightest chance of me being unbanned, I'd like to make sure something like this never happens to me again. And please, if anyone knows how the mod was activated while I was in game, let me know how so I don't end up doing that again as well.
Edit: I managed to find the folder containing the speed mod and deleted it along with every other mod besides Discovery v4.84.
