kubot configuration utility

Hey folks.

I can't track down every single person administrating a guild with kubot, so I will just drop this here:
You can now use this thing to configure the bot.
All you have to do is to drop a !config in the text channel you chose as the admin channel for the bot.

Not sure if it's just me being a plonker, but I can't get changed settings to save in Factions or Regions. Guild works no problem
