It comes as great displeasure to The Order Overwatch that you did nothing to stall Bretonian invasion of Omega 49. It has reached our ears that you not only had refused to act but signed the pact with the devil itself in the Sydney Accords. I would like to remind you of following:

The Order - S.C.R.A. Peace Treaty

“SCRA will also understand and respect The Order's interests in Omega 49, with intention of economic advances and protecting the system's inhabitants from harm.”

Sydney treaty bars presence of foreign militaries, such as The Order. Foreign capital vessels are banned, such as The Order’s and our trade vessels are not protected in any way, form and shape from persecution at hands of the Bretonian authorities. Not that the last one matters that much as Bretonians seized the orbital elevator preventing us to reach the planet without use of the X-Shuttles. Seized with full approval of the Coalition’s strongmen. I had never taken any steps towards annexation of Freeport 11 nor did I drawn up future maps of Sirius with a ruler. Omega 49 was just a start, with invasion of Omega 3 in full swing.

You have broken terms of the peace treaty signed by me personally and late Premier Ben Warner, who I would hold in my memory as Recounciller. The same treaty that returned the Kerimov into hands of The Order Primary Fleet and acknowledged leeway and interests in each of the party’s respective home territories. In what I thought was decisive compromise that saw The Order acknowledging your sphere of influence to encompass Corsair Omicrons, in return guaranteeing our interests in Omega 49. You had not only deprived us from Gran Canaria, but severed Order supply lines, rendezvous and staging grounds… I could go on.

I know my history. The founders of the communist ideology in Old Sol did so to topple the royalist regimes and went to great lengths to not parlay with forces of the archaic king and queens of the era. The Bretonian regime is at its last breaths and with some fortune, it will fall to give place for another system. It is not Bretonian war, nor Coalition or Order’s. It is clash of giants named Liberty and Gallia and my part, the way the founders of the Order of Cincinnati envisioned is to restore the balance.

The collective of our Admiralty puts in question whether we should adhere to our part of the treaty, thoughts arise that it perhaps should be discarded as relict of old past and that we shall look elsewhere. Do not consider this to be declaration of war by any section, division overt or covert that makes up The Order. The Admiralty finds it dishonorable to treat its allies like that. Should diplomatic climate deteriorated to a point where any further dialogue is meaningless, I would make it highest priority to ensure that suitable declaration would arrive at your Premier’s desk. Should you however still honor the agreement in some distorted spirit, if clearly not intending to follow the letter of it, SCRA and any of its subsidiaries will not impede Order operations in Omegas and Bretonia to liberate border worlds from Royalist invasion.

If you insist to send an envoy rather than using this channel, your diplomats do not have very far to go. I joined up with the resistance at Kassel, doing for once what I believe is truly right.

Grand Admiral.

Allow me to start by fully and completely agreeing with your every observation. Your concerns and grievances are all warranted, but they are unfair given the full extent of the situation right outside our doorstep.

When the Overwatch has conveniently called upon the Corsair Empire as an ally to selfishly further its own agenda in the interest of not only survival but also to undermine enemies such as the Core, the Coalition has remained restrained in our dialogue regarding. Was it not a betrayal all those times that the Overwatch willingly chose to call upon the Corsairs rather than its faithful friends in the Coalition?

I will not let this dialogue descend into petty rhetoric, fret not. But I am rather obviously displeased with such grave accusations. I have personally not observed even a single vessel of the Overwatch trying to actively prevent the Bretonian annexation. I saw many branches of the Order, but none being the Overwatch themselves. I was disappointed, for we did not have the manpower necessary to simply put ships in the way of Bretonia. At least not without subsequently losing them to Corsair savages.

And that brings me to my main point. Yes, the Coalition cares about the interests of the Overwatch. Yes, we will continue to honour the spirit of the treaty Warner put in place. But the reason I did not order an intervention into the theatre of Omega-49 is simply due to the fact that the Corsairs had been using it as a staging point to raid New Moscow and slaughter my men. No small amount of casualties were felt on either side during these incursions.

To have defended Canaria and returned it to the status quo enjoyed previously would simply result in the Revolutionary Army continuing to bleed valuable manpower, which given our wide fronts of active engagement, would spell the end of the Revolution. Not a single subordinate of mine, not a single member of the Dumas and not even the Premier himself is proud of having to sign the Accords. But it had to be done for the sake of survival. Not just from the Corsairs, but from an expansionist Bretonia with greater reserves at the time.

I will tell you what I have told the Mollys, and that is that the Coalition never acts without intent. And as of the moment Bretonia has taken our "cooperation" for granted. A plan is in motion, a bold one. One I would like the Overwatch to be involved in, provided our efforts at preservation have not angered the protectors beyond the point of sympathy with the Revolution.

I would like to meet you in person, if you are willing then we can co-ordinate the timing on more private and secured channels. I ask only that you understand that the position in New Moscow has been anything but comfortable over the past months.
