Subject: Proposal Esteemed Don of Cadiz Cartel,
Due to recent joint action against a freelancer that invaded our space. We would like to formally greet you and tell you a quick summary about us. We're a group of scientists and soldiers based in Omicron Phi, developing and documenting only the finest of Maltese technologies while taking care of the Warship production. Names of some of our members might ring a bell, but we will leave that for later. To add into this, we've already made a deal with one of your members for a custom D3-2A "Sarissa" Light Battleship.
For now, we would like to Propose a mutual support. From our side it would be Warship construction and technology upgrades. As a trading faction that travels around a lot, we see fit to give you an access to our laboratories on Corsica Outer Sanctum regarding Cardamine Gas and would like to invite you into "Phi" Sensor Network which has the meaning of secured and shared information propagation while scanning Maltese space for possible intruders. Though, this system requires some expansion to maximize efficiency.

Buenos dias, estimado representante,
Soy Hernan Luis Escudero, the don of "Cuatroce" Cartel. I welcome your initiative of establishment business relations and am looking forward to our further cooperation.
It is always a pleasure to see brilliant Maltese minds at work, especially for the betterment of Malta. I received reports on the events mentioned by you and can assure you that our vessels will assist you on any occasion.
The inclusion of our Corporacion into "Phi" network would contribute greatly to the commerce and logistics. We would be glad to support your research endeavours financially and with regular deliveries of Cardamine. For the latter, please contact your Chief Commerce Officer to lay down the official procurement & delivery form.
I extend our gratitude also for providing access to your laboratories on Corsica. This information will be conveyed to Doctor Balenciaga whi is working with Cardamine. Right now he is out to Carinea studying local biome but I am sure he will be excited to hear this news.
Allowing to re-assure you of your esteem towards your organisation and readiness to assist in furthering your goals.

Same goes for Your organization Don Hernan Escudero, it's been a long time since we saw The Orange Dream being distributed with that much care. You have my admiration for reviving Cardamine trade from which most of Malta's money flow. We might be a Research Institution, but we're still soldiers that will smite anyone trying to tarnish our space and Malta until we drop the last breath.
Your access to "Phi" Sensor Network has been granted, and we're awaiting Legion's answer on this matter. As for the expansion of the system and overall resource allocation, we will send a communication to Your people soon. Given our working structure, there's no Chief Commerce Officer, it's all handled by us, Administrators, which share the same amount of power.
In case you're in a need of more laboratories, we will gladly provide you, alongside our personal support. We, Administrators are Professors which hold their degrees from several science fields. But let's not boast about ourselves.
It's a matter of fact that Corsica has been abandoned for quite some time and resources have been low due to inactivity, therefore we would like to create a buffer of resources should there be a dire need for more capital ships or research. Which reminds me, there will be extensive upgrades on Corsica's internal network, so we advise your scientists to keep an eye on places being currently reworked.
Recently we had a communication with Gallic Brigands through one of our proxy servers and they mentioned a problem due to which Cardamine trade in Gallia might be slowed down if not stopped completely, may you enlight us on this particular matter?
Sender: Don Hernan Escudero Recipient: Representante de Istituto di Ricerca Militare Maltese Subject: Establishment of Relationship
Buenos dias, estimado representante,
We received confirmation of being added into "Phi" network. The connection is nominal and steady, serving its purpose perfectly.
As for the contract, we will send you the form soon. This is just a mere formality that keeps the track of the trade.
Speaking of the Gallic trade, there appear to be some complications, yet nothing of gravity. Gallic Brigands have previously contacted us with the desire to establish Cardamine trade route into Gallia. A lucrative proposal, we agreed and delivered a few full cargoholds onto their bases. The complication, as it seems, arises from the fact that Gallic underworld appears to be quite fractured and is unified only in terms of their hatred for the crown. Moreover, the Gauls lack a single vision and quite often act inconsistently. Our convoys have been intercepted a few times by the Maquis, some terrorist revolutionaries. Initially hailing us and welcoming our overall trade into Gallia, their attitude quite soon turned to hostile due to suddenly appearing from nowhere contempt for Cardamine. Following a few engagements wherein our transports showed professionalism and managed to safely evade the combat, Gallic Brigands ceased their contacts. We are unaware what happened but I presume they value their relations with the Maquis more than possible gains from Cardamine trade. It should also be noted, that the profits of Cardamine trade in Gallia are yet low and we carried out the deliveries basically with zero-to-none profits in hostile environment for the purpose of supporting business agreement with the Gallic Brigands as well as seek further opportunities for Cardamine expansion in Gallia. From the above we concluded the following:
Gallic underworld, unlike, say, Liberty underword is unlikely to take actions on supporting Cardamine trade, even if it brings profit for them;
Gallic underworld lacks vision and is motivated by short-term profits. The latter, however, are not enough to make them to have a firm positive stance on Cardamine;
Main problem of Cardamine dissemination in Gallia as of now is not Gallic law enforcement organs but the underworld itself;
Lack of significant profit margins in Gallia for now make Cardamine export less desirable. The expansion is needed only to spread addiction and increase possible clientele.
I hope the information provided will answer your question. If you require more information, I can request a full report from our Commerce Division.

Subject: Re: Establishment of Relationship Don Hernan Escudero,
Pardon our late reply, but we have had some urgent matters at Corsica.
The information you have provided is valuable, and we can only agree on your view of the current state of the Gallic underworld. As for now, they need time to calm down before any further shipments of Cardamine are sent there. We will keep our tabs on the situation and inform you if there are positive developments for Cardamine trade.
This is all from us for now, and we thank you for your valuable time Don Hernan Escudero.
It was a pleasure speaking with you.
