All Señors and Señoritas of the Istituto di Ricerca Militare Maltese
For crimes against the Republic of Malta, and defacement of the Maltese Constitution
To Señor Escudero specifically, the Republic has elected to offer you and your party an opt out of the requirement above on the condition that the MURoH stand down and assume the role of a diplomatic party, as well as take a seat in the government of the Republic. All legal documentation written and passed by the MURoH in the Republic's absence will be subject to the decision of Republic officials, and depending on the intent of the document may be rescinded or continued.
Refusal of this generous offer will simply leave you on the list above as a person of interest, and may leave you vulnerable to reprimand at the expense of yourself or your subordinates.
For the rest, the execution is simple. Surrender and be free to continue on with your lives under the Republic's laws, or refuse and be considered outlaws to be hunted down and brought to justice.

Your offer to me is adorable yet when making it you yourself knew what my answer would be. Claiming in your recent news article we feel "intimidated" was wrong, we are just civilised enough to offer our wayward kin the last chance to resolve matters peacefully under agreeable terms. You made it now loud and clear that you reject and we accept and respect your position. No more peace offers, no more alleviation due to your being of Maltese blood.
To add on Senor Aquila's comment which is pretty self-explanatory and represents the position of the government: you mentioned planet Borneo in your news report - something we have been waiting to know the nest of traitorous vipers. Expect the fleet of Maltese Hispania knocking on your door soon. I doubt that with your meager resources our fleet can expect real opposition. Better start evacuation the civilians, because you rejected our kind offer to surrender and thus you are legally and rightfully designated as terrorists and will be dealt as such.
P.S. your mentioning opposing practice of detainment and external Cardamine trade openly was the last nail in your political career on Malta. No Don or other important stakeholder will sign under such a suicidal policy for Malta. I regret to inform you that your attempts at threatening Malta have failed, as the MURoH has no legal sovereignty over any aspect of Maltese society. Your 'nation' is as illegal to the Nation of Malta as they are to the rest of Sirius, regardless of your claims to the contrary. You will find that the Republic will not back down, and will reclaim the occupied territory that your illegal organization withholds from the true leadership of Malta.
The dons are of no concern to Malta, as they have been voided of their power through the Constitution, and I trust you will inform them of their crimes against the Republic by engaging in illegal slavery and mass deportation of the Orange.
As for your threatening of the Maltese settlement at Lipari, I'm afraid the MURoH simply does not have the backing to do anything about it. The Maltese Home Fleet, in coordination with the Crayterian Borneo Fleet, will stop any insurrection before the MURoH has a chance to threaten Lipari. However, should you insist on this level of infraction of joint Maltese/Crayter expeditionary grounds, then I will be sure to inform them of your declarations and see that coordination against the MURoH to liberate the Maltese homeland is ensured.

As for you, Señor Aquila, your challenge can be met with equal enthusiasm. Your leadership has failed you, and I will ensure the Codex is amended to include the Legion under the same banner as the IRMM and the Crimson Cross, terrorists to be treated as such.
The Republic can lash back with just as many fancy toys as the MURoH can, and with friends to boot. I personally will enjoy watching this rebellion fall before the rightful power of the Republica de Malta.

The Republic and her constitution are lawfully inalienable. Defacement of her punctuation will not help your case. You may submit yourself to the proper authorities when you please, or request summary execution at the hands of Maltese Armed Forces personnel at any time. We hold life to a very high level of praise, but any terrorist of Malta is beyond that care.
