The Liberty Security Force would like to know the purpose of the incursion of Kempeitai forces within Liberty, including the Battlecruiser Sanetoshi Akasaki, and the support fighter crafts callsigned Wakizashi and Nodachi. Quite the good catch by the Liberty Police, wouldn't you agree?
Furthermore, we would like to know why your operative insisted on first flight, and then killing an LPI Officer, then engaging a Liberty Security Force operative, before realizing they were outmatched and fleeing, as opposed to complying with the demands of the Liberty Security Force.
We are, frankly, impatiently awaiting your response.

While we expect the Kusari government and those under its employ to be particularly busy, it was to be assumed that something one can only call an 'international incident' would receive a swifter response. We'll leave this line open in case a spot in your busy schedule opens, but we're also taking note of the particularly questionable silence over the last several days.

I am Captain Okamoto Yoshiaga and I have been tasked by the Shogun to answer your inquiries.
First of, I must stress there have been no directives issued by the Shogun or - for that matter - His Imperial Majesty, to violate the sovereign space of any neighbor Great House.
No sanctioned operation can go further the influence zone Kusari Empire maintains in Kepler and Galileo system, as per Kusari Legal Codex. Kempeitai cells have therefore no mandate to do so. I can only stress it this much.
From experience, a few commanders of our most renowned Strike groups could tell you some signatures are not to be taken at face value. But you definitely had your share of encounters of this kind in the history of your branch, did you not?

The irony in you sharing that half-decade old incident is that it has been waiting for a response from the house of Kusari for just as long, but sometimes we just sweep things like this under the rug.
Since you've stated that this was not officially sanctioned, we will have to assume these are either rogue elements, or are acting of their own accord without receiving support of the government of Kusari. Troubling, but it will not be the first time operatives took things into their own hands under any government. To that end, we would like to properly inform you that these assets, particularly after putting an undercover Police officer in intensive care, will be destroyed if they're ever again spotted within Liberty, most likely to both of our benefits. If possible and in transportable condition, we'll return the Sanetoshi Akasaki to Kusari after disabling it.
