To the Haruto Yashida, High Commissioner, and KSP Command
Good day to you High Commissioner. Kensei Yoshida, from Ministry of Internal Affairs and Justice.
Recently our Government diplomatic channels have been flooded with messages from Liberty regarding incursions into their territory by alleged members of Kusari lawful agencies. Most recent suspects seem to be members of the Kusari State Police, and specifically a "High Commissioner". That wouldn't happen to be you, Haruto Yashida-san?
It is bad if regular officers occasionally perform a breach in protocol and cross a jurisdiction zone of our neighbours, or incorrectly address a matter involving interactions with other state representatives with a degree of politeness less than the desired. It becomes a serious matter if the same gaffes are performed by a high ranking official.
The Ministry of Internal Affairs and Justice would like a complete KSP inquiry on the incident, as to who was involved and their intentions of being in Liberty space, and why proper diplomatic protocols were not followed. Additionally, we would like the confirmation that the High Commissioner was aboard the |KSP|Diplomacy , or if someone was impersonating his person and authority.

Good day to you Minister,
I am sending you this communication to give you the result of our investigation into our vessel |KSP|Diplomacy and its trip into Liberty territory.
May I first point out that |KSP|Diplomacy had crew on board and my Chief Commissioner who is my second in command.
I was not aware of the policy of not entering other houses without permission, this has been dealt with on a high level due to the misunderstanding of Liberty law.We have heard that the Law has been changed now and we are of the understanding that no unofficial Law Enforcement will be allowed into Liberty.
After we impounded the vessel|KSP|Diplomacy and immediately interviewed our Chief Commissioner and after lengthy questioning and discussion we realised that most of our High Command had actually misunderstood the Laws of Liberty regarding the visit of other Law Enforcement vessels.
This matter has been dealt with with top priority and has been discussed and we are extremely sorry for the incident and our Chief Commissioner has been severly dealt with under our terms of conduct and can I also say that unless we receive permission from other Law Enforcements we will not enter anyone's territory under any circumstances.
So from this moment on,any operative of the Kusari State Police who disobeys this new ruling will be courtmarshalled and also considered for other consequences if needed.
I hope we can now move forward and concentrate on protecting Kusari space which is our main priority and keep the un lawfuls at bay and continue with patrols and make sure we can operate efficiently

It appears you are taking appropriate measures to prevent further incidents of this manner. I hope your Commission proves to be a long and successful one, lest we find the need to appoint a new Commissioner should the current KSP command prove it's not up to the task.
