State of sso|, Bs| and SF

With the declared hostilites between sso| and Bs|, the SF will remain in a neutral position (agreements have been developed on both sides and are proving useful, respectively).

With this neutrality neither side is to be permitted to have ships stationed in Cambridge (visiting is fine but not stationed). SF vessels will render aid to any lawful or allied trading vessel attacked within our space. So sso| if you're going to attack Bs| do not do it on our front porch, similar thing to Bs|.

Glad to see the SF Have posted their offical status on this.

Was alitle confused when the SSO Announced declaration of war and the fact that they were stationing themselves in a system ran by a faction that is friendly towards both sides of the conflict.
