Good day righteous and deferential high command of the Order Overwatch. My representation is of great significance, as I plan upon organising various both major and minor projects to assist you in development of our technology, for which I certainly require proper communication among us. To be as brief and clear as possible, I'm Lieutenant Raphael Chandler, partaking in our advanced Order Science Division. I believe some of you have heard of me, over some minor projects in the past. Nonetheless, I've become an experienced and well-trained scientists in this branch. Thereby, I desire to utilize my knowledge I've been expanding for many years by instigating greater projects for our requirements. Now when our antagonists have tried showing their teeths in the recent past, furthermore prompting me to indirectly, more aggressively enter the conflict using science, I wouldn't like to waste any time in a misapprehension. There's sufficient amount of time to take definite measures, mainly for increasement of our research and development rates.

I may however, sound ambitious, but with your assistance, I'm sure prospects of success will greatly increase. I've come up with a proposal that's the main cause I've established this channel. Before I reveal the proposal which I consider exceedingly reasonable, I assure you I'll take the leadership of the project, as the Black Fleet and Wedjat Divisions are occupied by their assignments, including our honorable leadership. My experience in the wars we had and we're having at the moment of speech is making me reliable for the task I'm putting myself and potential project participants in. Nonetheless, the proposal is following. In the necessity of further expansion, mainly by generating a focus in the mentioned branch, I desire to commence creation of an installation, mainly for congregation of experienced scientists and engineers to advance our technology by conducting research upon various materials that'll be kept confidental under knowledge and lead of the Order Overwatch's Science Division. The proposition is straightforward and simple. This is however, opening a question regarding installation's location, identification, supplies and whatnot. I am often paranoid, thus, I will be satisfied by allocating you the pinpoint coordinates in highly encrypted channels, alongside with other relevant informations, for the utmost reliability. Nonetheless, transportation of the substantial supplies for persistent construction, and general life support requirements, shall certainly be taken and organised upon my lead. Not to mention my interest to lead the research projects. Therefore, I persuade you, leadership of the Order, not to be fretted by any means.

In regards to welfare and prosperity of the station, menpower is a requisite for the mentioned ambitions. For security of the confidental research, I certainly do require our agents to organise patrol protocols in vicinity of the station. Due to my trustworthy promises, we'd demand the patrols to keep an eye upon any potential intruders, in which I unquestionably can trust. Accomplished research shall be exclusively distributed to the Overwatch for implementation purposes. Docking access shall be granted exclusively to the mentioned party, and potentially to the other independent trustworthy individuals under the Overwatch's permission, meeting the requirements by sharing relevant documents. Now, regarding the personnel, scientists and engineers that will partake in our ambitions. Personnel for the mentioned duties shall be recruited solely by the Order Overwatch, thus, affiliating to the Order.

Materials researched and examined I assume will be obtained within the Omicrons, mainly. However, everything unique caught under our eye worth the effort shall be taken into count, thereby, examined and implemented later on. We'll tend to construct as many laboratories, as R&D is our main focus. I'd like to ask you to assist us in research and gatherings of unique materials, by allocating anything that could be used in our favour.
