I believe introductions are in order as I dont exactly know who you are. I am Chief of Police Jean Holiday of the Liberty Police, Inc. You might have heard of me as I was the same Chief who requested a Liberty Assault Carrier and the 5th Fleet was generous enough to hand us a brand new one. Good day Commander,
A pleasure to meet your acquaintance. I sure hope we can come to an agreement we seem to have similar mindsets but I wouldn't dare say we here at the Liberty Police, Inc. are on the same level as our amazing Navy.
I have been doing some brainstorming with my men here at our small R&D Department on One Police Plaza and we would like to share the information we have on a possible new wave of Libertonian weapons exclusively for the use of our Naval and Police force. While we our known for are Magma Hammers and extremely potent Vengeance's I think it is time for new technology to enter the ring and give us the upper hand in the future.
I speak of what I have called Justice Cannons. However I lack the Naval Technology the 5th would most likely have access to. While we do use Navy technology e.g. Avengers, Guardians, Overlord, all weapon variants and now the Carrier. I think a more military perspective would be beneficial here. Its my suggestion these "justice Cannons" would be slower firing rate but a higher damage output and velocity. This would effectively replace the Magma Hammers that have seen such a long service in Liberty. Its my goal to have our Avengers equipped with these slower firing, heavy output weapons and have a second wave of either avengers or Guardians with higher re-fire rate weapons making quick work of whats left.
While I am no Naval Tactician I hope you can see the general Idea of what I am trying to portray. I hope this makes sense to you Commander.

I apologize for the delay in making this reply, things have been a bit busy as of late with catching up on new projects after the acquisition of the Gallic battleship. Indeed it has been some time since trials for new weapons to replace our aged guns, and I do like the idea you have proposed for these justice cannons. As with many new weapons of course there comes the trials and making them actually work as well. To begin with a basis I have a couple of ideas.
One of my first ideas is using the existing platform of our Magma Hammer weapons and tearing them down to their base characteristics as plasma cannons. From there we would make the necessary component and equipment improvements and upgrades to achieve the desired result. This would be a less time extensive project, but may suffer from slight compromise.
Our second option is to build the entire weapon from the ground up to ensure we achieve the desired result. Naturally starting from scratch will be more time consuming than just building off an old template, but this would also allow us to utilize an entirely different form of energy as well, such as making it a particle cannon or whatever would be desire.
My teams can work on either project effective immediately, but I would like your input on what seems best.
