For the Cabinet of the Reformed Empire of Kusari, with the acknowledgement of the Imperial Shogunate Office,
I bid you good day, esteemed members of the Cabinet. Kobayashi Akuro, on behalf of the Kusari Naval Forces Admiralty.
The most recent Admiralty meetings have concluded with this year budget project for the Kusari Naval Forces, that I wish to present to the Cabinet for evaluation.
Currently, the Naval Forces have in full operation 5 Major Fleets. With the recovery operations of the Nagumo almost done and the completion of a flagship to head a newly organized Fleet to replace its losses, we are close to achieving a 6 Fleet operation, something that the KNF has not achieved in quite a few years.
This might look excellent in our current peacetime situation, and indeed standard provisions would dictate that the Imperial finances would regulate their efforts to keeping just four of the Fleets in combat readiness and demote the remainder to non-mobilized status. However, we have had time to recover, but so are our adversaries everywhere, and they will not sit idly and contentedly without trying to get an advantage over our military power, either through amassed firepower, or through establishment of relations of mutual defence and and military assistance.
Kusari, in it's traditions and actions has sought to maintain it's independence and presence alone. Maintaining internal stability against dissidents, while enforcing a constant watch on our nosy neighbours has always been a hard task for the Naval Forces. Lack of sufficient manpower and military assets, exacerbated by commitments on too many theatres simultaneously, has always placed our forces at a numerical disadvantage even against relatively minor entities.
The Admiralty has solutions to do away with these issues, and to take the initiative from our enemies and bring superiority to the Empire of Kusari side. Some of those have been relayed to you recently on the draft "Draft on Strategic Military Deployments as part of Kusari Diplomacy". The other is the current "Naval Forces Requisition Budget for 827A.S."
Here are the key points of the article:
- Continued production of escort and auxiliary vessels for Naval Forces bolstering, as per the guidelines of 826 War Plan against Rheinland.
- Budget regarding refitting and modernising the active Advanced Battlegroups 66th and 99th to provide Minor Fleet quick deployment forces for both defensive and offensive operations.
- Budget project for the production, assembly and establishment of additional 2 Main Fleets in reserve, to achieve a desired ratio of 4-4-2 operational mobile fleet units.
- Four Standing Fleets, for necessary Defensive policy of Kusari Core systems
- Four Combat capable Fleets, for mobilization in wartime and operation of Offensive and Pacification campaigns
- 2 Advanced Battlegroups previously mentioned, capable of Fast Response Taskforce duties.
- Budget details for the consolidation and modernization of KNF garrison groups in the Core systems, as per new established reorganization Strategy Policy by the Admiralty.
- Creation of a Strategical Budgetary Reserve for kickstarting the assembly of up to two additional Main Fleets, should an adversary military strength be larger than what we can challenge with the existing forces.
It is our belief that the reorganization of our system bound defences will enable us to free up our Standing Fleets to be deployed around Kusari for a more decisive effect of guarding and pacifying our House both in peace and war.
The establishment and maintenance of the additional Four fleets, and the capability to mobilize them alongside our Minor Battlegroups with an well prepared state of readiness, will enable Kusari to engage the enemy with decisive force and bring about an irresistible command of space in the area of operations, before the enemy can muster equivalent forces.
We hope that the Cabinet sees the merit of putting these essential points into consideration to the Government budget in the next Diet session.

The Kusari Naval Forces have always been a formidable army, despite past flaws and the lack of financial means to build up the way required. Our current standing is seen as formidable, the Naval Forces are in a shape of true excellence at this moment of time. The current Cabinet wishes this excellence to reach new heights.
Taking the insecurities spreading among our neighbors, the Cabinet settled on standing firmly with the Admiralty. Internal and external security became far more important in recent times than it was before.
Our Naval Forces units have to be ready to strike at full force at all time, defensively or if the circumstances require it, aggressively.
Therefore, the Cabinet decided on the following "Naval Forces Requisition Budget for 827A.S." under the key aspects brought up by the Admiralty:

Financial means required to modernize and refit assets of the active Advanced Battlegroups will be granted with a two step plan. The 66th Special Expeditionary Battlegroup will be given the main priority for modernizing efforts of the Advanced Battlegroups, required steps to commence the full modernization process should be taken within the coming days already.
The 99th Battlegroup, as the younger of the two Battlegroups, will have to wait with the begin of modernization until next month, in order to not overly strain our capabilities.

As Finance Minister of Kusari, I have the questionable honor to tell you that the Cabinet voted on a blank check to be handed out for the assembly of additional 2 Main Fleets. The establishment of the 2 Main Fleets will receive the highest priority of all key aspects mentioned, work should begin by tomorrow at best.

The Cabinet permits a sizable amount of funds in order to achieve KNF garrison groups to meet the requirements of the newly re-organized Strategy Policy. A part of the funds for the State Police will temporary be shifted to the Admiralty to ensure a smooth and quick fulfillment of the new requirements.

Creation of a Strategical Budgetary Reserve for kick-starting the assembly of up to two additional Main Fleets, should an adversary military strength be larger than what we can challenge with the existing forces.
It was decided on, that in the rare case of a force outnumbering our forces, even after the successful assembly of the 2 new Main Fleets, the Kusari Cabinet will make use of our houses emergency funds to finance the rapid deployment of two additional Main Fleets. Several, lower cost chain produced parts will be pre-ordered and stored for access in times of emergency.
As it becomes clear, the Kusari Cabinet will grant the Admiralty large means to ensure the continued stability of the Empire of Kusari. With the instability surrounding us, we have no room for mistakes. We trust the Admiralty to use their funds wisely and not disappoint us and the people of Kusari in times of need.
