It looks like Carrier Silent Man was just a Gallic base moved and reskinned, but not much else changed. It sells Gallic Enclave weapons, the MNG ID, and when you go to the bar it brings up a cargo dealer icon and offers missions against Gaians, who the Octavarium is on good terms with

The Gaians mission thing is going to be a pain to fix but I'll hopefully get that sorted before the next content patch. Same with the bar interior -- that was part of an experiment that didn't go as well as I had hoped, so I'm going to have to write a bunch of Thorn to make it work properly.

Equipment dealer is fixed in the next hotfix.
