[Server] Hostile Rephacks that are not the same as the NPC faction

Bug: Farmers Alliance players are rephacked hostile to Coalition, Bundschuh and Red Hessian NPC/Players, But the NPC faction for FA sees them as neutral.

Quick Edit as well, the don't seem intent on engaging me either which is unusual for ai behavior.
