I don't see a problem with Core BH collecting bounties. Additional income.
If we resign ourselves to very restrictive roles because some knucklehead might grossly misrepresent the BH with various acts of oorpishness, things will get very boring, very quickly. I don't appreciate others actively or passively dictating the conditions of my rp.
I do have a problem with the "can't defend yourself until your shields are 50% down" clause. I know it's not terribly relevant to this thread, but I think that it needs to be changed. I believe that it's very rp to want to defend yourself - before you lose your shields. Common sense dictates that a BH should be allowed to answer fire with fire.
I miss the in-game bounty situations. Those were often enjoyable and most sides seem to enjoy the dynamic rp that they created.
As a last thought, would it be possible to grant a special "dispensation" to dessies and above for travel outside their ZoI? For example, a BC delivers a large shipment of Nomads to the Cambridge Research Station. If such a dispensation were included on the ID, there would have to be clear conditions given for travel outside of the ZoI. Permission would have to be granted by House police and navies. And the BH commander would have to operate expeditiously - fly to point A, sell the goods and return to the ZoI. No loitering, no hassling the criminals in the area, outside of self-defense.

In a situation such as this, the Destroyer could provide escort to the Cambridge JG in Omega 3, and Core gunships / Orcas could continue the mission. The actual cargo should be carried by something else, anyway. That would be an excellent event, even if it's a spur of the moment one, where you get 3 - 5 BHG providing escort for a heavily armored transport. (I'd suggest an APM tagged Shire.)

That does give this chase the 'run for the border' kind of feel.
And let's face it - your idea of a reasonable distance may actually be reasonable - but chances are, there'd be someone else who's idea of reasonable distance was 5 full sectors.

You cant't have everything. If someone escapes from you, he escapes. If he RPs it poorly, then that's his loss.
Corsairs don't need to have the zones within which they operate printed for them and they don't chase people all the way to Manhattan. BHG need to show more restraint, not less.

A Hunter convoy with a transport (we have 2 now I believe) guarded by Core ships untill it reaches house space, the the smaller Core ships carry on and the biggies turn back. great idea.

And Meggido is right, I too miss the dynamics on in-game bounty placing. it made for some very good/hilarious rp

It`s true that those "fun" moments caused abuse. but proper, non-nubtard players had a laugh with em. can`t be changed back I guess.
as for collecting bounties with Core characters... it feels strange that a militarized oraginsation pays its "soldiers" for each kill. would be weird if the Order did that, since the Order is more or less the same type of organisation. so scrap the Core bounties I say. and indeedput some sort of possibility in the core id to engage unlawfulls in a system where the Core has a station.
