It is an honor to finally be contacting you as the Governor of Shikoku, even if I wish it were on better terms. Unfortunately Shikoku has a degenerate problem. Rogues, Chrysanthemums, Dragons, Hackers, we’re facing criminal elements from two different houses. I’m not saying that your pilots aren’t doing their jobs, without your forces we would be totally overrun. But this “work for freedom” system isn’t working. We’re letting these criminals pollute Shikoku, get caught, work for a few years, get released, then do it all again. It’s an unending cycle.

Here’s my suggestion. We expand Fuchu, keep the more serious criminals under lock and key instead of giving them a taste of freedom. Let Liberty take their criminals back, why should our tax money cover their living expenses? And stricter bounties for those who refuse to cooperate. It may seem harsh, but stopping them before they get to prison is a mercy they should be thankful for.

I'm willing to direct the needed funds for an expansion and harsher bounties. Whatever it takes to make our system safe again.

A warm welcome to your new duties, Governor.

The proposal described by your Highness is mostly relevant to the State Police, however I am to express the full support of the Myoko command regarding the prisoner return to Liberty. Command believes this could function as encouragement to Liberty to finally bolster their crime deterrence presence on their 'northern' border again, especially if we split the cost through half with the Liberty Police through an arrangement. However, keep in mind that a sizable amount of prisoners creates additional income for the State Police, through their work for Samura or the Gas Miner Guild.
Furthermore, the Myoko battlegroup is ready to provide whatever additional assistance the State Police might require, if they accept to work out Fuchu expansion plans. The construction may attract unwanted attention afterall.

Konnichiwa, esteemed Governor.

I am the newly appointed Inspector Fukushima Ayado of the Kusari State Police.

It is my great pleasure to congratulate you on your new position as Govenor of Shikoku, and I send my esteemed greetings from our stand in Commissioner 警視長 (Keishi-chō) - kitagawa Ike, after our Commissioner has been hospitalised with a serious virus, and will be out of action for some months and will hopefully be able to return to his post.

With our Commissioner being greatly effected by the virus, which the doctors are not sure exactly what it is, we are unable to establish some files from his personal terminal for the time being in regards to what plans we have regarding the Hostile problem in Kusari. May I also point out that with the problem escalating over the past months, our resources are hugely stretched and we have had to start introducing double shifts with our officers. This is greatly effecting their stamina and also we do have some officers who have suffered from exhaustion lately and are now recuperating and will be back on duty very soon.

Regarding these prisoners who need to be back in Liberty, I am sure that we might be able to arrange a meet with the Liberty forces regarding an exchange with these prisoners. This would open up more space on Fuchu and an expansion of the facility is a tremendous idea and can I also recommend more Isolation sells for the more serious criminals we have to deal with.

The State Police are in the process of purchasing a Prison Liner which we can use for transport of prisoners from Fuchu to their destination.

We at the State Police are open for more discussion on this subject, but for now I will bid you good luck and sayonara for now Governor.

I’m happy to hear that I have your support. The expansion of Fuchu is critical to the future of our system, and with your protection we can ensure that it happens without any incidents. I understand that our economy benefits from this workforce, but by sending these people to their own house we open up jobs for our own workforce. I would rather our own people have jobs than foreign prisoners taking their spots. We may take an initial hit, but in the long term we will see the benefits.

Once we work out the details with both the State Police and Liberty you can expect to hear from me.

Congratulations on your promotion, hopefully we will be working together closely in the future. And my best wishes to your Commissioner, if you wish I can see about putting Shikoku’s finest doctors on the case.

Regardless, I hear you when you say your forces are stretched thin. Because of your hard work Kusari is the powerhouse that it is today. Thankfully the Myoko is offering to increase patrols in the Fuchu area if we move forward with the expansion. This should help keep your officers on normal duty instead of having to work themselves to death. Alternatively we can see about hiring outside Bounty Hunters. They’re a bit rowdy and can’t be trusted, but the promise of enough credits should keep them in line.

I can speak to Liberty about the prisoners being returned to where they belong. Assuming they cooperate and with the help of your liner it should be an easy job.
