My name is Dr. Rose Emery, I'm apart of the Starlight Research Consortium organization in Tau-23. I'm in the R&D department for our little group and I think maybe we can come to some kind of an arrangement.
I've been granted permission to speak with you after I picked up your transmission in Tau-37. It was garbled keep in mind, but I picked up the jist of what you need. Luckily for you, we are presently developing these items to streamline and fine tune our process for future developments into ship modification and design. We can develop these materials for you, however we want something in return.
We are beginning the arduous process of preparing for a massive station upgrade. Ikarus Station, our home, has been under near constant retrofit since we took over management of the station last year and shows no signs of slowing down. We only need assistance with the underlying subsystems and not the physical building of the shipyard itself. We will come up with a list of the items we need and forward them to you if you are able to help with this. No rush, as of yet, but we will need that help in due time.
Let us know if this is amenable for you. We can work out the finer details with my Director after he returns from his deep space research assignment in a months time.

We have 80,000 Heat Sinks ready for pickup at your earliest convenience. They have been dropped to Dock A for your pickup.
Our Director of security wanted me to remind you to stay in this section (Dock A) only as we have sensitive research going on in other parts of the station. If you are found in an area you are not supposed to be, this contract will be terminated.

Also, in regards to our arrangement, we are nearing completion of what we are calling "Phase 1" of our upgrade. We will need assistance with the shipyard component of our station in the next month or two, please let us know what materials we will need to procure in order to get this started. We only need assistance with the shipyard, other parts of our retrofit and overhaul are being handled by others.

I thank you once again for the supply of goods, quite a set of factories and refineries you have there. We'll begin collections shortly.
As for the shipyard. What you will need depends entirely on what you wish to achieve? Do you wish your shipyard to capable of producing ships from the ground up, or merely servicing them?
Regardless, to either end you already seem to have the capability to produce necessary components.
The drydocks themselves are typically made from High Performance Alloy. I guess it's now obvious why I'm after so much of it... These take time, but are by no means hard to produce. Let me know your needs, I have extensive knowledge on all things like this.
