Greetings! My name is James Preston and I'm the owner of Outpost Ozymandias.
I'm attempting to move my station into Liberty and to do so, I'll be needing your services, should you wish to offer them.
First off, if the Liberty Gouverment choose to accept my application for a license, I'd like to arrange a contract to haul vast quantities of goods to the station for its expansion and development.
I'll also be in need to hire permanent crew to be in charge of a Mastodon class super-transport, to be permanently based from our station. They will be charge of the ship and responsible for hauling goods for me which the station requires as part of the license agreement, should the Liberty Government wish to issue me with one.
I'd be willing to cover the cost of the transport itself as to not draw from your resources, and of course pay for whatever else is needed to cross the T's and dot the I's.
Think of the crew as an "implant" of AWES within our station.

Pending your approval with Liberty Government regarding your license to exist in this space, we can offer some guidance on a few items from your list, with formal contracts being more seriously discussed when you have successfully relocated.
So let's go through your requirements:
"contract to haul vast quantities of goods to the station for its expansion and development" - we can do this, through our own fleet or via combined operations with our multitude of reliable subcontractors that bring exponential benefits to your supply chain!
"hire permanent crew to be in charge of a Mastodon class super-transport, to be permanently based from our station" - I'm sure if the demand is there, one of our fleet can be dedicated to your base alone. This is often our policy with our own bases, to ensure we always have local ships to handle quick trips for base operations.
And the cost of such service?
Well, for the first item, it depends on your quantities involved. Given we do a lot of subcontracting, we tend to have these vessels involved paid upfront on delivery, meaning the docking prices are upwards adjusted to cover our contracts obligations to our suppliers. It's really just per unit costs to keep things simple.
The second item - no extra cost at all! Since you are paying for the ship itself, you will also be responsible for the needs of the crew (welfare, pay etc), however, most of their expenses should be covered by base operations anyhow. The profits from supply, as organized in the first item above, covering per unit payment, should easily cover such costs.
So, once you get approvals, we'll first focus on getting your base successfully moved! In that regard we can positively recommend two additional contacts that may be able to help, given their technical experience:

Thank you for your response, I was beginning to worry as it had been quite a while since I'd made first contact.
Never the less, I am most gracious to hear from you, or anyone for that matter.
I was fearful that without being able to depend on your services and connections, my little business venture would have fallen completely on it's face.

DSE are taking apart the station as we speak and of course making plans of their own to move it where we have asked them to!
I am sure you are more than aware of the commodities required for base core upgrade construction, so I do ask, what is the price you can offer via your sub contractors or indeed yourselves?
Can I have a price per item?
You already know what is needed, so this should hopefully be a breeze.
As for your permanent staff based from Ozymandias itself, in a Mastodon Transport, well, at your soonest convenience this will happen, but I'm sure once the station is re-built we can finalise this.

I must extend my deep and honest thanks for recommending the DSE for moving my station! It's now in place and although there is still a very, very long way to go- I'd like to now take action on business developed previously!
Soon, the station master will have the capability of accepting goods onto the station for which I'll ensure he is placed with the credits to pay for each delivery.
The other order of business I have to kick things off properly is my question of an implant unit. Are we still ok to go ahead with this?

The time between our communications is no bother. There has been a lot of paperwork to file and plans of expansion have filled the void in responses I seek from many.
Having said that, the ship we have discussed was fully completed a day before your response, so it's officially tagged callsign fitting straight on to the vessel was not delayed even slightly.
The crew delivered by your own personnel are as efficient as the DSE you recommended and as such are already collecting industrial supplies for us!
