If you have to decide between Rogues and Outcasts... humm... choose ALG!:P
Just a joke... Rogues are stuck to Liberty and the surrounding independent systems. Outcasts are drug dealers, but with a big area of operations...
It's up to you. Maybe you'll have a look at the faction descriptions in the faction boards. It helped me a lot.

Corsairs, reasons: big ZoI, amazing ships and never short of a fight. We are at war with the BHG, Outcasts, Hessians, Mollys, Nomads and generally most civillians who dont pay! Great fun!
