[FLHook] The OOC tag isn't showing in specific circumstances.

Bug: When you select a group or PM chat in the player list, rather than using FLHook commands (/g, /t, /r) the OOC tag isn't showing.

Reproduction Steps:

• Select the group channel or a player from player list.
  
• Send a double-slash OOC message.
  
• The OOC isn't displayed, and the double slash is shown instead, like the good ol' times.

It was disabled as an attempt to fix the chat eating messages. It will come back when we resolve the issue.
