It was never like that - there is no /tfer command available
All you need to do is to be close to the one who is doing the transfer with you, then select his/her ship in space and hit the letter (T)
A trade request will be sent which will lit an icon of a man raising his hand at the top right side of your screen
Once accepted, then a trade window will open and you can transfer your guns, equipment, etc... there
Be advised that the safest place to do so is the Connecticut system
You can go to the Connecticut system by docking to any NPC planet or base and type /conn then launch twice.
To return to your base/planet then dock at Connictucut and type /return
You cannot go to Connecticut with materials on your cargo hold, but you can go there with unmounted equipment and/or guns

But I cant transfer from one of my charcters to another of my characters,
so I could only tansfer equipment to or from another person who's not me in space?
Is that right?

Yeah, you'd need another person to really guarantee the trade going through. Like the previous guy said, Connecticut is the safest place to do this, just head over anytime people are in there, wait for one guy to be free and ask him for a favor. No one should steal anything, it'd be a real dick move and probably land them in a lot of trouble if they did it.

Conn is covered by admin's insurance and if someone shoots you and causes a loss of cargo/equipment in Conn without your consent, then admins will interfere, Don't worry.
