A lot of us want to build a player-owned base. Some of us from that lot want to roleplay their base and get things upgraded all the way to Core 4, all the power to you guys. This guide is more of a list, ideas and angles you can roleplay in order to get the most out of your base. The content in this guide can be applied to Core 4 and 5 upgrades, relocation and IFF changes in addition to the whitelist SRP requests that were introduced in mid-late 2024. Having got one base to core 4 and another to Core 5 myself, I've learned a few things that will indeed help others to get a better idea of the scope of roleplay you can play with your bases.
Be mindful, that you can roleplay whichever idea that comes up, as long as it fits your base's purpose. You can mix and match the things I have listed, or change the "flavour" of it - so to speak. Don't limit the roleplay to in-game actions only.

Hiring crew for X, Y, X factory or module

Base computer or core reactor
Furnishing the docking bays
Improving the shield generator
Mounting a flag with your faction's insignia
Storage container checkups or failures
Preparing offices for any faction reps who reside on base
Same again but for living quarters for those reps
Living quarters for your crew
Off-hours activities, is there a pool table or bowling alley?
Base inspections by other factions, or you performing on others
Interviews or chats with other faction reps
Using nearby sun / cloud / asteroids / solar for any projects
