Given both the Corsairs and Outcasts are extremely xenophobic and violent, I don't think it's unreasonable for them to shoot down disrespectful smugglers. That's what they do even to their "allies" in vanilla lore. Their homes, their rules.

Outcasts/Sairs can still demand that they leave, or pirate them.
The Outcast/Corsair ID already allows to engage Zoner/Junker escorts. Yet somehow this has never been an issue. It's almost as if people in this game can roleplay beyond just using their ID to the full potential in terms of possible engagements. Weird, huh?
