[Systems] Ichigaya sells dessie but not dessie equips

Bug: Ichigaya Drydock doesn't sell equips for Cruisers

Reproduction Steps:

• Have dessie (already a problem)
  
• Suffer a very long problem with another bug, resulting in the full loss of your guns
  
• beamed back to Ichigaya to put your guns back on
  
• Ichigaya, despite selling the Kusari Destroyer, only sells CDs, CMs, and the Desolator to you
  
• Smile because you know that a Desolator is all you need
