[Ships and Comodity] Archon is Stuck in a Forver Tracktor Loop

Type: Ship Stats / Infocard / Systems / Effects / Equipment / Commodity / Server Config (choose one)
Bug: While the Archon can now Traktor Cargo on Board it cant take only a Partial Amount of it.

Reproduction Steps:

• Step 1 Buy a Archon
  
• Step 2 Go Mining
  
• Step 3 See that you have a problem if you have like me only 1 more unit to fill.
  
• Step 4 To stop the Forever Tracktor Beams you have to fly out of Range.

I have had this happen several times, regarding milsal or pilots usually. Commonly triggered by trying to tractor with single digit cargo space free, or after having ejected milsal. The fix is to simply dock and relog.

Found a way to trigger the issue and solved that particular case. Fixed next restart.
