[Server Config/FLHook] AI Restart sets IFF to Technocracy and not AI

Type: Server Config
Bug: "/restart fcAI" sets player to Technocracy IFF instead of the restored AI IFF.

Reproduction Steps:

• Make character
  
• Issue the "/restart fcAI" command
  
• Load in and see IFF as Technocracy without the ability to drop rep or reset rep.
  

Additional Information: With the restoration of the AI IFF, this should give the AI IFF with the option of the Technocracy IFF as it used to have before the merger.

I think this got fixed at some point as I followed the steps and got an AI IFF rather than Technocracy
