Using Windows 7 in 2024 is like having a house with a broken lock, open windows, and a giant hole in the wall, visible to anyone who looks towards it from the street. And there is nothing you can do to patch it up, or permanently repair it.
Please upgrade to another, safer operating system. There are plenty of them that support low hardware specs.

I did a quick check and I believe the culprit is FLUF (Freelancer Universal Framework) having up to date dependencies, one of these seems to call for KERNEL32.dll (and probably many more) library to work properly, and Windows 7 probably has a version of this kernel library that lacks whatever function or feature is required by FLUF to run, which is why the game fails to start saying the library is missing.
You could try replacing these system libraries with newer ones but I can guarantee you'll find new problems to deal with or the system will fail to boot at all, but nonetheless you can try tweaking around and see if you can brush away the issue if you're not looking forward to switch to Linux. But yeah this is why likely Windows 7 and older are not supported anymore sadly.
I think this one is WAY worse and more concerning since it doesn't even require social engineering to pull it out, it's also unpatched in anything older than Windows 10 lol.
