[Server Config/Balance] No shields for Nomad HF

Bug: Since 5.0, the Nomad HF has had no access to Nomad shields of any kind (because of how equipment was setup). This was fine because we could mount human molecular and pull a fast one on the "just spam fast mines for ez win because all nomads have are gravitons tee hee". With this bugfix, nomad HF now has no shields.
