I am writing on behalf of the Bretonian manufacturing corporation BMF who wish to discuss the possibility of trade shipments to the Kusari Naval Forces. Specifically shipments of Military surplus equipment which the Bretonian Government has no need for.
It may seem strange that we would reach out however as Her Majesty's Government has no further need for this equipment it seem prudent to explore possibilities for sale. In addition, both the Kusari and Bretonian Governments identify goods classed as 'Military materials' as a restricted item, to be carried only under license. BMF possesses a license from Bretonia but not from Kusari and in order to get one, we must provide a justification for requesting one.
We therefore wish to inquire as to whether the Kusari Naval Forces have any interest in these arms. I feel as though I should clarify that these goods have all passed safety and quality assurance checks and are still under a manufacturers guarantee.
Yours:

Sir.
Your inquiry found its way to the Admiralty Circle and was promptly discussed. Growing our friendship with the Kingdom remains a top priority, as showcased through many different avenues already. Whilst some voices wonder if the Kingdom should not keep these military-grade stocks intact and only start peddling them to other markets after the re-capture of Dublin, the overall consensus was one of curiosity.
The Empire is proud to be virtually self-sufficient when it comes to military technology, so we ask you kindly to hand us more specific details on the type of surplus we are talking about.

Thank you for your response and your allowing us to elaborate on our offer.
The military surplus we have consists of: Heavy Vehicles (APC's, Tanks, Artillery) Military medical equipment (Forward aid stations, compartmentalized surgical stations) Administrative & Logistical support (forward deployable command centers, communication equipment, collapsible relay towers, generators) Arms (Light arms, side arms, explosive weapons, communication links and artillery shells (various sizes))
We understand that this list might not be exhaustive from the perspective of Military officers on the ground, however with Bretonia's subsequent de-mobilization this equipment has been deemed by the Ministry of Defence as 'surplus to requirements' and therefore available to sale. To be clear, not all of the above equipment hails from Bretonia as much was purchased at great expense from the other houses as well (Rheinland & Liberty), we can assure you however that all equipment being shipped is in good condition and still retain their warranty.
In addition, we wish to express our own interests in re-patriating any and all Bretonian refugees back to Her Majesties Kingdom and securing various good from Kusari. We also wish to secure various goods from Kusari which are essential for rebuilding, however those goods are likely of little interest to the KNF.
Warm regards:

Sir.
I must extend my sincerest apologizes for the delay from our side. Various members of the relevant Ministries as well as of the Admiralty were unavailable to an extent that any discussions about "non-crucial" matters were dismissed until last Friday.
We show great interest in the mentioned medical equipment and surplus heavy vehicles and would attest to your company's cooperation and previous contact with us on this matter in terms of satisfying the demands of the bureaucrats for a company issued license. All other types of surplus are of no great concern to us at the time being, should this change we will naturally reach out to you. As for matters surrounding the return of former war refugees to Bretonia, please contact the Foreign Ministry about details.
