if so, is it affected by their IFF, and how much is the change?

No, your reputation isn't affected for attacking other players.

Your IN-GAME reputation may be affected. Example: If you shoot to a [RM] (Rheinland Military player), they may put you as an enemy of the RM. NPCs won't attack you, but players will.

Ah, if only it were. I know a couple of BHG tubs who wouldn't be quite so welcome to Zoner npc patrols and Freeports anymore..
