Most of the community uses skype as the primary communication method. I run a help channel on it if you are interested and would be happy to speak with you personally. A link to the help channel is in my sig and my skype ID is in my profile.
You dont have to join a player faction to RP most characters. Only ID's that explicitly say you need to join a player faction to use them require this. Still, being a clan of players if you mean to invest serious RP into your group and play often as a faction it would be prudent of you to contact the official faction and try to work out how you will relate to each other both in game and otherwise. It's kinda like saying hello to your neighbors when you move in next door.
ID's tell everyone else who you are and give you the rules for your behavior as a member of that NPC faction, they are required. This is all covered in the rules I believe.
As for tag, if you mean the blinking reputation at the top of your rep list, this is not required, but recommended. If you mean characters at the beginning of everyone in your player group's name, then it is a good idea if you will be playing together and if you want to establish a reputation on the server.
