((DISCLAIMER: This is a purely hypothetical scenario. It is not canon, it is not being implemented, it is not binding, it is not really happening. This is simply an exercise in "What if?". In this case, the question is "What if the Outcasts and the Corsairs made peace and decided to become legitimate?" Call it a parallel universe, if you like, but whatever you call it, undertand that it is purely hypothetical.
Again, I am in no way attempting to impose on anyone's roleplay or dictate how I think things should go. This is simply an exercise in imagination. I know the Outcasts and the Corsairs will never, in-RP, make peace, but for the purposes of this exercise, why not imagine, for a moment, that they did? How would that go...?))
To the Four Houses of Sirius:
We have made many grievous errors since we first arrived in this sector. As you may be aware, the Hispania sleeper ship was sabotaged en route to Sirius. Since then, we have lived as outlaws in the far reaches of the sector, blaming at various times the other Houses and each other for our misfortune.
However, we have discovered that neither you, nor us were responsible for the crippling of the Hispania. A Maltese team investigating the ruins of the sleeper ship recently discovered the remnants of an explosive device. The insignia on the device was that of the Coalition, and the device matches historical records of similar Coalition-made ordinance.
This came as a shock to the people of Malta. For centuries they had blamed the people of Crete and the inner houses for this sabotage.
As soon as it was confirmed that the Coalition had done this, the Maltese nation tentatively contacted Crete with their findings. These were met at first with hostility, but then with gradual acceptance. Both the Maltese and Cretan nations realised that our centuries of fighting had been over nothing, and that the body count had risen high enough.
A week ago, on the station Freeport 11, the Outcasts and the Corsairs signed the Treaty of Omicron Delta. The war between our two peoples is over. We are now one nation, and we desire only peace. Though some lingering resentment still remains between us, it is something, that we shall, with time, overcome. The Outcasts and Corsairs are no more: from that day, we became the United Systems of Hispania.
We realised something else on that day: that we had far more to gain from working with the Four Houses than against them. We had lived as outlaws for so long that no other way had occurred to us. But now that we are no longer at war, now that we know the truth, we wish to sincerely and fully apologise for all the crimes we have perpetrated against the houses of Liberty, Rheinland, Bretonia and Kusari, as well as the Gas Miners', Independent Miners' and Bounty Hunters' Guilds and any other independent bodies who we have harassed. We were wrong. We wish now to coexist peacefully as a lawful entity of Sirius with all four Houses.
The United Systems of Hispania hereby announces its intention to become legitimate. There shall be no more piracy and no more trafficking in contraband, with the exception of supplying Cardamine to those who would die without it. We wish to open up trading links with the four Houses, as we have much to offer each other. We are willing to pay reparations to the Four Houses to make up for our centuries of wrongdoing (though we realise no amount could be enough).
We wish to sign a treaty with the Houses to formalise our peaceful intentions and our future legitimacy as constructive citizens of Sirius. Please accept our apology so that we may move forward into a new era of peace and progressiveness.

If Corsairs and Outcasts reunite, they will surely not do a peace treaty with the others houses... It will be the IMPERIALISTIC United System of Hispania. They will try to take control of Sirius.
Potentially, one finally manages to wipe the other out.
Or after a long enough time, they tire of fighting each other. The Outcasts move deeper into Cardamine mutation and become further removed from humanity. The Corsairs decide to 'go legit' and become House Hispania, after the obligatory power struggle...
