Now, what this guy did was wrong. I'm very heavily biased towards pirates, but, he should have been nicer than this. I'd have had you drop your cargo, yes, but, I would have given you a million credits for your trouble. There is no reason to ruin a trader. If someone comes to me and says "I don't have the money." and is sincere, then such treatment is given. That is how a pirate should be. We depend on traders, and traders rely on us. There is no reason for us to treat players as such...

Also, it seems to me that if you had a ship that can carry no more than 1000 units and 500 bucks in your account, you should have been under level 30.
In hindsight, I probably should have thought of that and asked him if he would take me to my destination. I was short on cash as I recently got the Firefly, got a few million trading, and then spent almost all of it trying to get into Gallia. After getting down to about $500,000, I decided that I needed to re-stock on credits and went trading. I went to New Berlin to take Engine Components to New London, but I only had enough cash for ~1000 of them, hence my having $500 on me when I was stopped in Omega-3. If this happens again I'll ask the pirate if they wouldn't mind escorting me to my destination and then pay them more than what they asked for.
