Does the 1 minuite after F1ing still apply?

If it doesn't, why does the 59second message still appear on the server?

Your character still floats in space for a minute, as of yesterday when a trader F1'd on me.
Difference now is that it gives the cloak msg telling me he F1'd before the 59 decond countdown begins, yeah he exploded...
