Agreed on both points. NPCs make me miserable. No matter how many times I bribe the LPI their NPCs won't follow suit.

how can you say that?
If you get scanned by police NPC carrying contraband but you are licensed to carry it.. it still will ask you to drop it and get hostile if you wont.
So its not right at all.

Fine then, take away the NPC power to scan. But you'd better give players that power then, so the authorities in power (whether it's New York or Crete) can cut off OoRP docking for smugglers. Otherwise, oorp powertrading gets even more lulzy.

I think it's fine the way it is now. Besides, don't NPCs stop scanning you once you're fully green to them?

NPCs only need to be restricted in some areas.

Perhaps patrols would be better than group area NPC spawns?

Some, like LN and LPI, do, whereas others, like the Bounty Hunters, don't.

I'd be all for a lockdown command, for TLs (which no criminals except the Hackers and maybe some terrorists shouldn't be using anyways), gates, planets and stations, etc. Problem is, you'd have to make sure it does not get abused - I'd propose only Guard tagged characters to be able to use the command, and let it produce a nice green message so you can easily SS people who spam it for ooRP reasons.

On some places NPCs should stay. Ever been at Perth when the server was a bit emtpy?
You see a lot of Planetform flying around. The only Planetform i see except me. Then suddenly Gaians attack, it really gives me the feeling that Planetform is working on Ayr, Repair Ships, Heavy Lifters and Escorts flying around between Planet and Station. Just wish there was a special ship for Terraforming.

NPCs give you a lot of Atmosphere. So they are only useful on some places. Rookies flying around West Point, Patrouls at Stations and more. It gives you the feeling not to be alone when you're flying around alone.

Is it possible to let NPC fly even when the Server is full? Mostly the people are sitting in Hotspots, like New York, Alpha or Gamma. And you fly alone in New London and it looks so empty around you.

House police and military and couple other NPC factions will not stop scanning you at all. (regardless of your rep sheet)

And if you are a researcher why do you have to be fully green with police? (even if it would effect scanning)

So the NPC's should stop scanning or if it can be fixed scan only some ID's and IFF's

NPC numbers in some places need some work.

Not the propability of them being there, but the maximum number that can be in the area at the same time.

I was told this is easily editable in zone definitions for each system. So it just needs some proper mapping and listing.
