We managed to loot the comm system off of one of the RUS vessels we wrecked. Some gunboat that decided to ignorantly fire on one of our patrols. Case in point, we've installed it in one of the re-pressurized sections of Junction, or Boadicea Station as we've taken to calling it, and are now able to send transmissions with crystal clarity.
