It was as requested. Everything in the system is made exactly to order except the huge gas giant, which was my own creation (nothing specified on the specifics on that). As for weapon platforms... not really enough left. As it stands, only four more are allowed.

I just got an idea! In case this big circular refinery won't be approved, we could put a Barge there (yes, that huge factory ship), make it dockable, perhaps add 1 or 2 landing pads.

That is a great alternative idea, but doesn't fit at all into the role play previously done leading up to the creation of Venice Station.
As for the continuing concerns about the bases size & that it orbits a SMALL planet... base is only 4 to 6 k end to end compared to The Ring which is 2.5 k end to end & sits right next to a dock-able planet.
It's not far fetched a 6k orbital base could be built around a small planet. There are those that will complain that " Liberty, Rhineland, Kusari, ect, Don't have bases that big!" Well no they don't & that makes sense as well. Those systems have multiple planets to which they can dock on, along with various sizes of bases & stations counting well into the 20's or more. Outcast have 1 planet, and 11 dock able stations ( Not counting 81 as that is RoS system & they left the Outcast) So realistically, yeah a station that will be the main refinery for Cardamine & the distribution hub for shipping it as well as housing the headquarters for the largest cardi smuggling ring & all it's ships & personnel would be rather large.
Sure Liberty & other Sirius nations could build one, but why would they need it? they have planets.
The Outcasts are not the richest entity in Sirius by no means, But they are also no where near the poorest either. With their very lucrative trade in Cardamine, Small Arms, Black Market Munitions, Alien Organisms, and a few other items, they are most likely wealthiest group in their area of Sirius.
With their exported goods reaching all over Sirius & on going piracy, yeah they could easily afford such a station, as it would also benefit them in profits. As far as the ability to build such a station? Well yeah, I am sure it is far easier to build then say a Dreadnought, as the station does not move.
The Outcast can build warships that are devastatingly powerful, Ship yards & stations, Building a orbital station/refinery around a small water planet would be cake ( or pie if your cake prejudice)

It was asked to have a very high radiation content because of all the roleplay that goes along with it and everything. Also for the fact of it is going to be a "Hideout" For the Assassins and it really isn't wanted to be hung out in at all unless you are welcomed there. Also yes it is the only guard part of the entire system so why not have the radiation to back up the security where there may be a lack of weapons platforms ..

Also I like the Temple (guard base) I also like how you gave it the empty look around the base .. reminds me of the rogue dessie of NY in a way, but I do like it
I will also be coming up with some rumors for the bases soon..

No, I said that's what happens if you don't give me rumors and names to put on the bases. However, I've already been given the names for the NPCs at this point.
