But you see, thats where I think that everything goes downhill. Look at the systems.
Hokkaido. Is this really a small "city"? Its a system which is basically focused on building a jumpgate. It has sapporo. Thats just about it.
When I said 'Small cities', I meant places like Tau-29. 3 tradelanes, 3 populated bases. An actual place where activity goes through, a place where a civilian would usually be found. I don't think that many civilians would be found in Hokkaido - the place is teeming with unlawfuls. But then again, I suppose you can count it.
Let me narrow down that list of "small cities".
Kusari
Major: Shikoku, Honshu, Kyushu, New Tokyo
Minor: Hokkaido, Tau 29, Okinawa.
Lower minor systems than major. Can you really count Nagano as a small city? Systems with one or two bases, don't count. By small city I would at least like to see:
2-3 bases
1 tradelane (maybe not, depending on situation)
Liberty:
Ontario, Minnestosa.
I'm willing to consider Pennsylvania as in-between major and minor. It has 5 bases, thats... as much as Shikoku has. Excluding Allentown, it has 4, but then again, exclude Deshima, and thats 4 for Shikoku as well. In fact, judging by bases, we could also include Okinawa as a core system. Unfortunatley, Okinawa is not under the control of the Kusari Empire.
Thinking about all this, there is no real difference between a core system and a lesser system, except that lesser systems often do not have planets.
We could make certain ranks for systems in houses going:
House system: New york, new tokyo, new london, etc.
Core systems: basically a lesser version of the house/core system.
Lesser systems: Ontario (perfect example here), Edinburgh, etc.
New Hampshire? You can consider that warzone to be a city? The only stations there are military battleships. Its not quite a civilian place.

That is EXACTLY MY POINT. I know what a region and a territory is, in fact, maybe I missed it out but I planned a suggestion to the mod: Introduce house borderworld systems, much like the ones that Gallia has. Therefore, there could be systems such as Iverness or Yukon could be included in those "house borderworlds".
Also rephrasing the thing about regions. I do know what one is, but I find it odd that the region should share exactly the same name as the house. Now I'm sure you will find some kind of example where this happens in real life, but still. For CLARITIY purposes, shouldn't the places under the kingdom of bretonia be called bretonia? It still does not make sense, that the regions should be so large. I still believe that systems such as Iverness or Londonderry, perhaps even Okinawa to some extent should be labeled as independant systems, due to the fac that they are... independant.

Is what I think region is. And I still stand by my word that other systems should become, independant. You could just as easily include Magellan, Galileo, Bering as under the region of liberty. You could just as easily include the sigmas under Kusari too, if we wanted to make it simple. But the map of discovery is not so simple, therefore, can we put some balance into the regions?
Anyway, when I first thought about regions of space, I would have thought they would be somewhat linked to the nebulae they are in...
REGIONS aside, the houses are still uneven. And the balance between larger and smaller systems are a little off.

Rheinland: Every system under the rheinland region: are all enforced by either the military, police or official rheinland coorporations. Excluding of course, the unlawful guard systems, of which I would like made independant. This is what I would like to see in every house.
