I think that this question falls under the category of unanswerable without more information. We may also ask the meaning of ALG. What does that stand for?
The current Jumpgate-Building-Sites are taking so long, because the destination-systems are under control of pirates who do everything to sabotage the Jumpgate's developments.
Once in a while we should be able to get one completed though, or even get one destroyed or damaged so we could do repairs at new site.

Yes, I agree, this is very disturbing. Just like tranports being sucked into the the supposedly multidimensional innerts of stations when docking. And there's a lot of other strange stuff one could be worried about...........
