What if we made a floating server? Let me define this.
We set up 10 servers. Then we have the data synced between them. How it works is that every downtime, it would randomly select a server to "move" to. That means that a DDoS attack gets a bit harder.
The other 9 servers can be honeypots.
Besides the fact that the current userdatabase probably is more than 1 GB in size, and having to sync that takes time, theres the small matter of getting the users to connect to the floating server - They need to know the IP address of the server, so how long time do you think it would take before those 10 servers IP addresses are known ? To attack 10 addresses at the same time instead of one, is just a case of using more bots to do the attack.
If you are thinking that the users just have to connect to some kind of yet unwritten "Disco Server Routerprogram" that then will automatically forward their connection to current 1 of the 10 servers, you just blew the whole idea.
Because then the attacker still just have to attack 1 address - The one where the "Disco Server Routerprogram" is running.
Remember, the attacker doesn't care about the computers that might be running on those addresses, since he isn't trying to hack and compromise the machines. Its the network pipes leading to those adresses that he is attacking. Thats why its called a Distributed Denial of Service attack - Distributed because the attack is coming from a multitude of other addresses, Denial of Service because the result is that the users of the targetted system can't utilize the services it offers (I.E. playing FL Discovery mod).
Frankly, non-admin people should stop posting about what should/could/might/ought to be done.
I'm sure the Admins are doing what they can, and the reason they aren't telling what they are doing in details, is to prevent giving the nubtard any advance knowledge of what preventive measures are under way.
I know that is irritating for us players, being kept in the dark this way, but it really should be enough for us, what Igiss, majkp & the rest of the admins/moderators already have stated in multiple posts:
The server WILL return.
It can take some time, and it might involve a relocation.
The server will remain a non-pay for play server.
All the player data is intact.
Dusty will still post sanctions.
The Bastille is NOT overcrowded.
Athenian has become a father.
So can we please all just relax, and give them time to do their thing, and wait for their announcement about the return of the server ?

I disagree, an idea draft (without actual implementation methods) can be useful to them, there are tons of defensive measures so it only depends on your imagination & hardware whether you're going to use them or not.

Trust me, even a nubtard could discover any defensive measure with simple trial-by-error testing, given enough free time... which those script kiddies obviously have plenty.
