There are a number of good ones out there, here is my review of two servers I used/sometimes frequent.
Taco N Banana, the main HL2RP server has gone down hill over the years anyone who thinks Discovery is going down the path to destruction or has nailed the last nail in the coffin hasn't experienced this community while I don't think it's going to die it's about 10 times more lolwhat than New York... There are some decent players there still some of which are the only reason I remained an admin there as long as I did. I do warn you though and this comes from a ex-admin. The admins there are very abusive with powers some even use Aimbots and such. I recommend going with some friends and rping because if you go there on your own the chances of finding good RP are slim.
Perhaps it will get better in time, but with the loss of it's creator I don't think it will anytime soon.
Speaking of Rick Dark, (Creator of Taco N Banana) I must pay him homage as he is basically the father of Garry's Mod Roleplay, it was him who created Light RP (First HL2RP script) which was modified into Dark RP (Real Life RP) which still remains active to this date. He second Child Tacoscript is probably the most used HL2RP script out there. After disagreeing with the Server Owner at TnB he decided to leave and assist a new community Necropolis creating the Epidemic Script.
Necropolis RP, a post Zombie-apocalypse RP server based in NY City is still fairly new but with a dedicated Admin team and a great script I think it's going to be a great server. It reminds me of what TnB used to be and I highly recommend this server to everyone.

Anyway those are the two places I used to frequent, while TnB is not what it used to be if your looking for HL2RP it's your best bet.
Well, it's a lot harder to have a 'serious' RP in Garry's mod then it is something like Freelancer. HL2 dosen't have quite as indepth a backstory as Freelancer, and the simple fact that the RP there isn't nearly as immersive.
There's also the problem of MingeBags (the GMod term for a n00b/someone who makes a mess of things/griefer/etc) who tend to frequent RP servers, mindlessly shooting up the place and making a ruckus. It's also a lot harder to 'get into' a lot of the serious RP servers, partly because the game world is so much smaller.
Personally, I prefer building in Gmod. But I'm not totally opposed to the idea of Gmod RP. Infact, I have a few ideas for an Abstract, Gmod-themed storyline (Going roughly with a HL2-like storyline, and combining elements of Portal, Team Fortress 2, and Garry's Mod's own 'culture')

The idea would incorporate all of the best aspects of GMod. Contraption building (e.g. Building Tanks and APCs and such for the Admin Military, citizens would have industrial or domestic sorts of things, scientists with science labs, etc), battles, as well as more 'domestic' RP similar to something like TnB. It'd be semi-serious, but not too much so that you can't 'get into it' relatively easily.
Plus, the storyline fits with both HL2 canon style RP, as well as Gmod-themed media like War of the Servers and popular comics well enough that most players should be able to 'get' the storyline relatively easily. And it has lots of player opportunities without a whole lot of restrictions.
Plus, I've always wanted to be able to use my army of contraptions for more then just show and killing NPCs.
Problem is, I can't hope to host a playable server with my machine. So, until I find someone with a dedicated server (looks around the Disco community) then D:
