This involves me because I make stuff like this on occasion too, and when I try to deal with people who have the same attitude as you, it makes things ever so much more difficult for me. Therefore, I am trying to explain this to you in order for you to understand why your attitude in face to this is not the best one to adopt.

It's up to the buyer to state what he needs from it all. It's up to you, rockstar, to tell the artists explicitly something like this:

I would like the ability to edit the signature, and therefore require the psd files for this.
To use your car buyer/seller relationship, it is up to the BUYER to say "I want that body with this engine and these extras, and I'm paying x for it." If the SELLER doesn't agree with that price, he laughs you off. If the SELLER agrees with the price, like was done here, then he finds that car for you. Every time he finds one, you look it over and decide there's something or other you don't like. So he finds you another one. And when he finally finds one you like, you can't then say, "Okay, I'll give you just over half what I originally said for it. AND I need the spare parts to last a lifetime. Actually, I'll just take the parts. I'll go find a Ferarri body to put it all into."
It just doesn't work that way. If you didn't like it, then don't ask for edits. If you don't like it completely, be honest about it, suggest edits. If you can't get it to something you like, but the artist has put a lot of effort into the edits you've asked, he's done a hell of a lot of work for you. Don't tell him you'll take the picture for less money. The only real option you have now is to refuse the picture. And if he's spent a significant amount of time on it, you should still give him /something/ for even trying.
TL;DR: You're at fault. Be upfront about requirements, don't become more restrictive later, and certainly don't become more restrictive AND reduce your payout.
Its simple, you see a sig and you like it you buy it. It dosent magically change into a diff sig once you buy it, you got what you saw and wanted. No sig maker will give you psd files of their work so you can change it, if you can do that, best you make your own sig and stop giving people a headache that have been trying to help you.
